NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. This notice is for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The intent of this notice is to inform the vendor community of DISA's proposed contract action. The Defense Information Systems Agency (DISA) intends to award a sole source contract to IT Consulting Partners, LLC Cage 69XS0 FAR 6.302.1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is to provide a tool for situational awareness. The tool will extract data from all sources on the web, including tweets and blogs, using pattern recognition to detect trends in a sea of unstructured data. This requirement will provide AFRICOM, NORTHCOM, CENTCOM and SOCOM with the information discovery system and user interface needed to better complete their mission. This requirement will be accomplished using the lessons learned from DISA's rapid prototype evaluation, validated architecture and validated performance characteristics.

The Information Volume and Velocity requirement will provide a system that monitors conventional and personal (social) media to deliver real-time situational awareness through accurate and actionable information for the strategic decision-making process. There are four attributes that the system will need to be able to adjust to: Volume - The ability to process large amounts of information; Velocity - The rate at which data flows; Variety -Diverse source data; Variation - Single source multiple formats. The system will instantiate modules for discovering, translating and visualizing data : Data Discovery - Query in any language and automatically pull data of any type (YouTube, Twitter, Forums, etc), Translation layer - A model based interface that will allow maximum reuse of the constituent interfaces to be able to adapt to new and emerging data sources User Interface (UI) - Provide an interface capability that will allow users to define their interface to meet their needs with minimal to no training. The system will organize and structure data so that it can be ingested into third party tools. The specific performance metrics will be derived from the IV rapid prototype developed by DISA.

The period of performance is a one base year plus two one-year option.
This action will result in a cost plus fixed fee contract. The NAICS code for this requirement is 541511 with a size standard of $25.5M.

No contract will be awarded on the basis of responses received to this notice. Notwithstanding, any firm who believes it is capable of meeting DISA's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered. A Justification for Other than Full and Open Competition will be posted within 14 days of award.
