The purpose of this mid-term evaluation is to assess progress to date and identify improvements that will facilitate the attainment of planned results of the USAID/COMFISH Project.  Specifically, the Evaluation Team will review and assess the relevance of the four components of the project stated in section II within the context of the USAID/Senegal FTF strategy and biodiversity conservation objectives, the soundness of the project's approaches, the quality of USAID/COMFISH overall management, the relevance and efficiency[1] of University of Rhode Island (URI)'s assistance delivery, the beneficiary coverage and response, and the overall potential of sustaining the project results beyond September 2016.






[1] Efficiency is meant to ascertain whether the project is delivered in a timely and cost effective manner.
