This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A market survey is being conducted to determine if there are adequate Small Business contractors for the following proposed work.
The General Service Administration (GSA) regions 1, 2, and 3 identified a need for a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Environmental Study and Engineering Design Services. This procurement is intended to award a single award IDIQ contract for the continued servicing of over 300 Government owned and leased facilities throughout New England (Region 1), Northeast and Caribbean (Region 2), and Mid-Atlantic (Region 3) regions, residing in over 14 states:

New England Region - Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.

Northeast and Caribbean Region - New York, New Jersey, the Commonwealth of Puerto Rico and the U.S. Virgin Islands.

Mid Atlantic Region - The Commonwealths of Pennsylvania and Virginia (excluding the counties of Arlington, Fairfax, Loudoun, Prince William and the cities of Fairfax, Falls Church and Alexandria) and the states of Maryland (excluding Prince Georges and Montgomery counties), Delaware, West Virginia and the following counties in New Jersey: Sussex, Warren, Somerset, Hunterdon, Mercer, Ocean, Burlington, Camden, Gloucester, Atlantic, Salem, Cumberland and Cape May.

The contract will be a Firm Fixed Price (FFP) Single Award Indefinite Delivery Indefinite Quantity (IDIQ). The contract shall have a base period of one (1) year plus four (4) one-year option periods. The NAICS code applicable to this procurement is 541330. After award of the IDIQ contract, single award task orders will be awarded to the responsible offeror.
The successful contractor must display:
•Demonstrated ability to simultaneously respond to multiple locations within 24 hours, in any of the 14 states and Commonwealths' mentioned above.

•Past experience as a prime contractor in design projects up to $5,000,000.00,

•Good relationship with the EPA.
The contract will be procured using BROOKS ACT SELECTION procedures. Offerors are informed that a selection and award may be made without discussions.

Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested Small Business contractors should submit their capability statements, which should include size/classification of your firm, details of similar projects, completion dates, references and contract amount. Narratives shall be no longer than THREE (3) pages. Responses should be submitted electronically via e-mail to Michael J. Toth at on or before April 7, 2014 at 12:00 PM, EST.
