4.3 Description:

The U.S. Army Corps of Engineers (USACE) Afghanistan Engineer District (AED) intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to design and construct a road from Sarobi to a point southeast of Maraw Kot, Paktika Province. The estimated contract value is between $10,000,000.00 and $25,000,000.00. The purpose of this solicitation is to award a contract to SURVEY, DESIGN, AND CONSTRUCT a 7m wide, asphalt-paved road with 1.5m crushed aggregate shoulders from Sarobi to Southeast of Maraw Kot in Paktika Province, Afghanistan. The GPS coordinates of the beginning and ending points of the road will be included in the solicitation. The road length from Sarobi to southeast of Maraw Kot is approximately 38km. The work within this contract shall meet and be constructed in accordance with the Ministry of Rural Rehabilitation and Development (MRRD) and Ministry of Public Works (MPW) Road and Highway Standards, safety and security standards and other references as stated in Section 01015 Technical Requirements. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 237310 with a size standard of $33.5 million The magnitude of this requirement is between $10,000,000.00 and $25,000,000.00. The proposed contract will be awarded using Best Value evaluation methods.
