The Naval Air Systems Command (NAVAIR) intends to award a sole-source Basic Ordering Agreement (BOA) task order to General Electric Aircraft Engines (GEAE) under N00019-09-G-0009. The required effort is to demonstrate technologies to reduce Specific Fuel Consumption in F/A-18 aircraft engines. The Navy has designated the F414-GE-400 engine as the demonstration platform for this effort. The contractor shall provide recommendations and plans for the incorporation of these new technologies into current and future F/A-18 aircraft engines. Specifically, the contractor shall: a) demonstrate technologies capable of reducing fuel consumption of the F414-GE-400 engine through a single engine test build, b) quantify the magnitude of actually demonstrated and analytically predicted fuel quantity savings based on test data acquired using those technologies individually and as a full technology suite, c) provide a Fleet incorporation scheme of the technologies, and d) provide a cost estimate for incorporating the technologies, which provides maximum fuel savings in the shortest amount of time. The effort shall be awarded as a cost plus fixed fee order due to the research and development nature of the technologies being demonstrated. This award is based on Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. GEAE is the sole designer, developer, and integrator of the above engine and is uniquely qualified to provide the complete range of program support required by the Fleet. GEAE is the only known firm that possesses the technical data necessary to fulfill the Government’s requirements.

The Naval Air Systems Command (NAVAIR) has awarded a sole-source, cost-plus-fixed-fee order against a previously issued Basic Ordering Agreement to General Electric Aircraft Engines (GEAE), located in Lynn, MA. The required effort is for the demonstration of new technologies to reduce the Specific Fuel Consumption (SFC) of the F414-GE-400 engine, which powers the F/A-18E/F and E/A-18G aircraft.
