The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for TACAN/DME Digital Adapters. The First Article must be tested and approved before production run. See Attachments for complete Specifications and Test Procedures. The FAA contemplates a single award, fixed price type contract.



This solicitation/request for offer is available for FULL AND OPEN competition. There is No Set-Aside Restriction. Both Large and Small businesses are invited to participate in this SIR/RFO. The North American Industry Classification System (NAICS) code for this procurement is 336413 - "Other Aircraft Parts and Auxiliary Equipment Manufacturing" with a small business Size Standard of 1,000 employees.



The FAA intends to award a single contract based on "lowest-price technically acceptable" (LPTA) source selection decision. Each offeror must submit a proposal in accordance with the instructions in Section L of the SIR/RFO. Proposals will be evaluated in accordance with Section M of the SIR/RFO.

Proposals are due no later than 3:00 p.m. local time CST (Central Time Zone), January 10th, 2014 and may be submitted electronically to angel.taylor@faa.gov and monica.price@faa.gov



The proposal must be labeled as follows: SIR/RFO DTFAAC-14-R-01628, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.



Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. Electronic submission is encouraged.



In addition, This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
