The Bureau of Reclamation has a requirement for the Design/Build of a New Green Building for the Boulder Canyon Operations Office. This project is funded from the American Recovery and Reinvestment Act of 2009 (ARRA). Please be advised that the Awardee will be subject to Section 1512(c) of ARRA, which requires that each contractor report on its ARRA funds under the awarded contract. These reports will be made available to the public.

Project Description: The Bureau of Reclamation has a requirement for the design and build of a new building and associated site work. The design and construction shall be to a level to attain a Silver Rating in accordance with the U.S. Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) Program. The building will be approximately 27,000 gross square feet and shall be of an architectural style compatible with the historic district adjacent to the project site. This project is located in Boulder City, NV (Clark County).

The magnitude of this construction project is estimated to be between $5,000,000 and $10,000,000.

This requirement will be advertised using full and open competitive procedures and in accordance with Two Phase, Design/Build procedures. The NAICS code for this project is 236220, Commercial and Institutional Building Construction, and the small business size standard is $33.5M. There will be no public bid opening as competitive proposals will be evaluated and award made utilizing the Best Value tradeoff process under FAR Part 15 and in accordance with the evaluation criteria included in the RFP. The resulting contract will be a firm fixed price type.

The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about August 24, 2009. A site visit/pre-proposal will be held on or about August 31, 2009. Phase 1 responses will be due on or about September 11, 2009; Phase 2 responses will be due on or about October 30, 2009. The project period of performance is anticipated to begin January 11, 2010 with an anticipated substantial completion date of April 15, 2011. All dates in this announcement are estimates and are subject to change. No other information will be available before the solicitation is posted.
