The National Institute of Standards and Technology (NIST), National Cybersecurity Center of Excellence (NCCoE) has the need to establish a Federally Funded Research and Development Center (FFRDC) to support its mission and intends to award a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for the operation, management and administration of the FFRDC. The FFRDC will provide scientific and engineering support needed to carry out the research and engineering agenda set by NIST. This will include engaging in, assisting, and contributing to the support of scientific activities and projects for developing practical cybersecurity solutions composed from commercial components; and performing and engaging in research, engineering, and technology transfer/integration services for trustworthy information systems to the U.S. Government. The FFRDC will address an urgent national requirement that scientific and engineering talent be rapidly assembled and put to work to enhance the trustworthiness of our nation's government and private sector information systems. The confidentiality, integrity, and assured service shortcomings of these information systems pose a serious risk to national security, public safety and economic prosperity. Widespread adoption of components and systems designed to address threats to our information technologies is inhibited by shortcomings in usability, affordability, and performance impacts. The FFRDC will enhance the NCCoE's ability to address these shortcomings.

The awardee will be responsible for the operation, management and administration of the resultant FFRDC. FAR 35.017(a)(3) states that FFRDC's are operated, managed, and/or administered by either a university or consortium of universities, other not-for-profit or nonprofit organization, or an industrial firm, as an autonomous organization or as an identifiable separate operating unit of a parent organization.

This procurement is being competed under full and open competition under the provisions of FAR 35.017(a)(3) detailed above. The primary standard classification NAICS code is 541712- Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). NIST will use FAR Part 15 Contracting by Negotiation to award a single IDIQ contract. The maximum amount of the IDIQ contract is $5.0 Billion, over the entire life of the contract, base and option periods included. The period of performance of the IDIQ contract is a base period of five years, followed by four separate option periods of five years each, for a maximum total of 25 years.

The official RFP is attached to this notice, as the attachment titled "RFP SB1341-14-RP-0005." In addition, the external attachment titled "J.3 External Attachment- Required Format for Base Contract Pricing" is associated with Section J.3 of the official RFP attachment.

Potential Offerors are responsible for monitoring this solicitation and related amendments, if any, from www.fbo.gov. The Government will not be maintaining a mailing list. Any communications regarding this acquisition must follow the instructions given in Section L.7 of the official RFP attachment.

Offerors must be actively registered in the System for Award Management in order to be eligible to receive a contract under this acquisition.

The purposes of this amendment are as follows:
1. To provide responses to questions received from potential Offerors. The attached document titled "Amendment 002 Questions & Responses" details questions received from potential Offerors and the official NIST responses to those questions;
2. To attach the revised Request for Proposals (RFP) that contains all revisions made based on the questions received and the official responses to those questions. The attached document titled "Amendment 002 RFP" shows all changes being made via this amendment, and replaces the original RFP. The "Amendment 002 RFP" shall be used as the official RFP from the date of issuance of this amendment;
3. To provide information on the scheduled Site Visit that NIST will host to provide potential Offerors the opportunity to view both the current NCCoE facility and the NCCoE Phase II facility. Specific details on this Site Visit as well as instructions for registering for the Site Visit can be found below under the section of this amendment titled "NCCoE Site Visit";
4. To add a separate period for submission of questions specifically related to the Site Visit that will be held on May 9, 2014. During the period of May 9 - 15, 2014, Offerors may submit questions that are directly related to the Site Visit or the contents of the presentation(s) given at the Site Visit. These questions must be received via email at keith.bubar@nist.gov by no later than May 15, 2014 at 5:00 PM Eastern Time;
5. To extend the deadline for submission of questions to the RFP to Wednesday, April 23, 2014 at 5:00 PM Eastern Time. This change is reflected in the attached "Amendment 002 RFP": and
6. To extend the official response deadline of this RFP to May 29, 2014 at 12:00 PM Eastern Time.

NCCoE Site Visit

NIST will host a Site Visit of both the NCCoE current facility and the NCCoE Phase II facility on May 9, 2014 for parties interested in submitting a proposal in response to this RFP. The purpose of this scheduled Site Visit is to allow potential Offerors the opportunity to view the current facility housing the NCCoE as well as the Phase II facility that will house the FFRDC beginning in 2015. This Site Visit will be for informational purposes only. NIST will provide registered attendees with a brief tour of both facilities as well as a brief presentation. All documentation from the Site Visit will be posted via an amendment to this RFP following the occurrence of the Site Visit.

In order to ensure fair opportunity for those who cannot attend the Site Visit, NIST will publicly post copies of any presentation materials given at the Site Visit. NIST will not answer questions in person during the Site Visit. All pertinent information will be contained in the presentation materials.

The official date and time of the Site Visit is May 9, 2014 from 1:00 PM - 3:00 PM Eastern Time. The Site Visit will consist of a brief tour of two separate facilities that are in very close proximity to one another. The Site Visit will begin promptly at 1:00 PM Eastern Time at the current NCCoE facility, located at the address below:

For further information on each of these attachments, please see below. There were no questions answered by NIST during the Site Visit. Therefore, the only information provided by NIST to attendees is included in the attached presentations.

Description of Attachments:

"NCCoE Phase I Facility Site Visit" PowerPoint presentation: This presentation was provided to attendees at the NCCoE's current facility located at 9600 Gudelsky Drive, Rockville, MD 20850.

"NCCoE Phase II Facility Site Visit" PowerPoint presentation: This presentation was provided to attendees at the NCCoE's Phase II facility located at 9700 Great Seneca Highway, Rockville, MD 20850.

The purpose of this notice is to notify the public that Request for Proposal (RFP) No. SB1341-14-RP-0005 has been awarded. Contract No. SB1341-14-CQ-0010 has been awarded to The MITRE Corporation in accordance with the evaluation factors for award stated in section M of RFP No. SB1341-14-RP-0005.

This contract is a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a maximum capacity of $5,000,000,000. The period of performance is for a base period of five years, followed by four option periods of five years each.

The first task order under this IDIQ contract, for Use Case Development and Implementation, was awarded to The MITRE Corporation as a Cost type task order for a total ceiling price of $6,094,362.00. This task order has a period of performance of two years.

The second task order under this IDIQ contract, for Building Block Development and Demonstration, was awarded to The MITRE Corporation as a Cost type task order for a total ceiling price of $5,512,477. This task order has a period of performance of two years.

The third task order under this IDIQ contract, for FFRDC Operations Management and Facilities Planning Support, was awarded to The MITRE Corporation as a Cost type task order for a total ceiling price of $17,626,006. This task order has a period of performance of five years.
