MISSILE DEFENSE AGENCY INTENT TO PURSUE COMPETITIVE CONTRACT AWARD





The Missile Defense Agency (MDA) intends to pursue a competitive Performance Based Logistics acquisition for future operations and sustainment support for the Ground-Based Midcourse Defense (GMD) system and associated support facilities. Anticipated acquisition will commence not later than fiscal year (FY) 2011. The GMD Weapon System is a complex system of systems that consists of hardware and software, including Ground Based Interceptors (GBIs), GBI silos, and related flight and ground test equipment; Launch Site Components, Command Launch Equipment, and related Peculiar Support Equipment; the Re-locatable In-Flight Interceptor Communications System (IFICS) Data Terminal (IDT); and tactical/non-tactical communications equipment and support facilities that are geographically dispersed across the globe. The principal locations of GMD program performance are MDA and contractor operated facilities located at Huntsville, Alabama; Schriever Air Force Base, Colorado; Vandenberg Air Force Base, California; and Fort Greely, Alaska. MDA in Huntsville, Alabama, is the contracting activity. As a part of this acquisition-planning process, MDA intends to engage industry in a variety of forums including site visits, industry days, one-on-one meetings, and other opportunities to assist the government in refining a Performance Based Logistics construct for the GMD system. The acquisition will have an anticipated length of 5 to 10 years with a period of performance that begins in FY 2011. The acquisition will have an approximate annual value of $200 million at award.

MDA/GM intends to conduct an industry day on March 11th and 12th, 2009 as a kick-off event. This will include an overview of the GMD system and the operations and sustainment effort. Request interested vendors provide an email to Ms. Jayne Gold, jayne.gold@mda.mil, notifying her of the number of planned attendees by February 19, 2009 for conference planning purposes. Registration details will be provided at a later date.

Pursuant to the notice of intent to compete released on January 27, 2009, the Ground-Based Midcourse Defense (GMD) Joint Program Office will conduct an Industry Day Kick-Off in Huntsville, AL on 12 March 2009 to provide an overview of operations and sustainment of the GMD system. In addition, MDA/GM will be hosting site visits at GMD Element locations at Huntsville, AL (the Advanced Research Center (ARC)); Fort Greeley, AK, Vandenberg AFB, CA and Colorado Springs, CO. Industry one-on-one discussions will also be held in the early May timeframe.



The purpose of these visits, one-on-one discussions and fact-finding sessions is to engage industry to identify and mitigate risk related to the competition and assist the government in developing the optimum approach to operating and sustaining the weapon system. MDA/GM will also develop a request for information that will lead to definition of scope for release of a request for proposal, delivery of proposals and award of a contract based on the competitive responses.



A schedule of events and locations is as follows:

b. Site Visit at Huntsville, AL, the ARC, 13 March 2009

c. Site visit at Fort Greely, AK, 23-27 March 2009

f. Industry One-on-One discussions at Huntsville, AL, 4-8 May 2009



Contractors are requested to provide names of attendees along with contact information, via email entitled “Industry Day Kickoff Attendees”, not later than March 4, 2009 to GMDPBLCompetition@MDA.mil. Additional instructions and registration information will be provided to all attendees based on initial contact information provided. Following the Industry Day Kickoff, a list of all attendees and contact information will be posted as part of the Bidder’s Library to facilitate any teaming discussions by industry.



Contractors are further requested to provide names of attendees at each of the site visits listed above along with contact information, via email entitled “Site Visit Attendees”, not later than March 4, 2009 to GMDPBLCompetition@MDA.mil. Additional instructions and registration information will be provided to all attendees based on initial contact information provided.



Visits require U.S. citizenship, a security clearance and may require site specific pre-visit training. Attendance at the industry day is not presently being constrained; for the site visits, each vendor will be limited to 5 personnel.



A bidder’s library will also be made available for industry review and comment. We plan to add technical data and other information to the bidder’s library as they become available throughout the pre-solicitation phase. The bidder’s library will contain classified and export-controlled data; therefore, access will be restricted to personnel who have been pre-cleared by MDA contracting and security officials. Send all requests for access to the bidder’s library, via email entitled “Bidder’s Library Access”, to GMDPBLCompetition@MDA.mil and further instructions will be provided.



Contractors are requested to provide names and contact information of attendees at the Industry One-on-One discussions planned in Huntsville, AL, the week of 4-8 May 2009, via email entitled “One-on-One Discussions Attendees”, not later than April 3, 2009, to GMDPBLCompetition@MDA.mil. Additional instructions and registration information will be provided to all attendees based on initial contact information provided.



Due to national security considerations, this acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The Government does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors (i.e., any given contractor could propose as a prime contractor and/or participate as a subcontractor on one or more other proposing teams). Further, we do not intend to impose any restrictions on team membership after award, except as necessary to prevent organizational conflicts of interest between this requirement and advisory and assistance contracts in support of the GMD Joint Program Office.



This special notice is informational only and is NOT a solicitation of information, request for proposals (RFP) or an invitation for bids (IFB), nor is it a commitment by the Government. Requests for a solicitation will not receive a response. The Government will not pay for any costs incurred as a result of this notice.

Access to the GMD bidders' library is now available to industry for review and comments. The attachments to this synopsis will provide instructions on how to access the library; Ms. Tracie Gutierrez is the point of contact for library access approval. Prior to receiving access to the library, each interested party will be required to sign the "GMD Bidders Library Access"

form which requires adherence to the DRAFT DD 254 (provided as an attachment). The bidders' library will be updated with technical data and other pertinent information as such becomes available throughout the pre-solicitation phase. MDA in Huntsville, Alabama, is the contracting activity for this requirement. As a part of the acquisition-planning process, MDA intends to engage industry in one-on-one Business/Contracts meetings to inform industry of changes in MDA Contracting Office and to introduce the new MDA Contracting Officer, the Director of GMD Contracts, and the Deputy Director of GMD Contracts responsible for acquisition oversight of this effort. These one-on-one discussions are scheduled for 18-20 August 2009. The Government does not intend to address any technical questions during these one-on-one meetings. The Government will, however, be open to discussions from industry in regard to contract type; period of performance; and any additional input which would assist the Government in refining a business/contracting strategy for the acquisition of future GMD system Performance Based Logistics.



Except as provided in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation; the Government does not intend to pay for any costs incurred as a result of this notice or any resultant one-on-one meetings.
