This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures. This combined synopsis/solicitation will be posted on FBO satisfies the requirement of FAR 5.201(b)(1)(i). www.fbo.gov.


THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS.


The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, the following items:



  1. BELOWBOX REPAIR & RETURN (4) NIC CARD - V02NIC-01-004B-RTC S/N 002179, 002467, 001325 & 000919; (1) VME HUB - V02HUB-01B-RTC S/N 00880 AND (1) HUB PROGRAM MODULE S/N 001063.


The Government reserves the right to award on an all or nothing, or partial basis.


The NAICS code is: 334418 and the size standard: 500 Employees. This combined synopsis/solicitation is a "SOLE SOURCE" to the Original Equipment Manufacturer (OEM) due to "Proprietary" rights. The contract type will be Firm, Fixed Price.


This requirement is SOLE SOURCED to: BELOBOX Networks, Inc. Is the only approved source in the drawings.  Network Interface Cards are part of a Network Controller that implements the electronic circuiting required to communicate among network. Expedient repair and delivery of these Network Interface Cards are essential in order to meet the current installation schedule to the U. S. Navy surface platforms.  Control of carcass must be maintained for the investigative process. A root cause failure analysis is required for engineering investigations. NSWCPHD engineers have determined that for this Research and Development effort working with a vendor that supplies products and services to the Navy will eliminate the chance of failure.  Respond to Mary Jones, Contract Admin.
