NAICS Code: 811219 The U.S. Environmental Protection Agency (US EPA) Research Triangle Park Procurement Operations Division (RTPPOD) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Agilent Technologies, Inc., 9780 S Meridian Blvd Englewood, CA 80112, for the acquisition of a 12 month Preventative Maintenance (PM) Agreement for Agilent Gas Chromatograph/Mass Spectrometer- System. The Organic Speciation Lab (OSL), the organic analysis research component of the ECAB, routinely utilizes GCMS equipment purchased from Agilent Technologies, Inc. to conduct its environmental research. This equipment includes the following: One (1) 6890/5973 GCMS system, Two (2) 6890/5975 GCMS systems, One (1) 7890/5975 GCMS system.

Agilent manufactures this equipment and is the only provider trained to perform emergency service needs. In addition, the annual Agilent service package provides factory trained service personnel to perform equipment servicing and repairs as well as the genuine Agilent parts necessary to complete these repairs. The OSL also has one (1) Varian SYS-GM-4000 system which also falls under the Agilent service agreement plan. Agilent purchased Varian, Inc. approximately one and a half years ago and has assumed the service and repair of Varian equipment using factory trained personnel and genuine Varian replacement parts as well. Agilent also has exclusive copyrights, patents, and/or trade secret ownership; and, therefore, is the only vendor that can satisfy the requirement. In order to ensure correct system operation, the circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, only one responsible source and no other supplies or services will satis fy agency requirements.

The period of performance is expected to begin August 2012 through August 2013. All interested parties who believe they can provide the required maintenance/services, should fully explain their capabilities and qualifications in writing within 6 days from the date of this announcement.

The intent of this synopsis is to state the government?s intention and to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
