Marine Corps Systems Command (MARCORSYSCOM) is currently seeking information on procuring Samsung Galaxy Note III or Equal, IAW FAR 52.211-6. This RFI is being issued to collect information from industry regarding their capability to provide a Handheld Device that encompasses all salient characteristics.


Salient characteristics necessary to support this requirement:


  1. Android 4.0 or higher.

  2. GPS antenna that will have the capability to obtain WGS-84 latitude and longitude values.

  3. Wifi (802.11n) radio.

  4. Domestic and international cell data (3G/4G LTE) capability

  5. Camera to collect photographs (JPG format), video recordings (MPEG-4 format), and voice recordings (MP3 format) into data collection forms.

  6. Display size no less than 5", measured diagonally, and no more than 6", measured diagonally.

  7. Devices must be "unlocked" when received by the government and must be capable of connecting to international carriers using an interchangeable Subscriber Identity Module (SIM) card.

  8. No voice or data plan required.

  9. Must be Federal Information Processing Standard (FIPS) 140-2 compliant.

  10. Must be able to meet Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) requirements.

  11. Must have Official manufacturer's ROM loaded on the device, cannot have Custom ROMs or binaries loaded.

  12. Devices must be new and in their original packaging.

  13. Warranty, provided by the Original Equipment Manufacturer, the same as provided when the device is sold commercially.



This RFI is a market research tool being used to determine the availability and adequacy of potential commercial sources prior to determining the method of acquisition and issuance of a Request for Quotations.  The Government is not obligated to reimburse, and will not pay, for any information received from potential sources as a result of this RFI.  This RFI is for informational and planning purposes only and does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.

Interested parties are requested to provide an information package consisting of:

(1) Company Profile, including:  points-of-contact, product and service offerings, number of employees, North American Industry Classification System (NAICS) Code, Contractor and Government Entity (CAGE) Code, Business Size and type of small business, if applicable. Identify if you are currently a GSA Schedule Holder and, if so, provide GSA contract number.


 (2) Description of the proposed components.

        Commercial Literature is allowable.
