SYNOPSIS:

This announcement is for the purpose of informing industry that the United States Army Corps of Engineers USACE Afghanistan Engineer District -South (AES) Kandahar, Afghanistan intends to release a Request for Proposal on a full and open basis to obtain proposals from qualified offerors interested in and capable of providing Air Transportation Support Services (ATSS) for moving personnel and cargo within Afghanistan. Request for Proposal No. W95JLE-11-R-0064 will include the following: Minimum of 90 hours of fixed wing support services per month, along with optional rotary wing services. The contractor will be responsible for providing all personnel, including flight crew, ground crew, security and maintenance, an Operations Manager and Flight Scheduler, as well as logistical support such as badging and satisfying security requirements at each of the FOB's (Forward Operating Bases) identified in the PWS. The contractor must have Commercial Airlift Review Board CARB certification from the United States Transportation Command USTRANSCOM . Proposals will be evaluated in accordance with: Charter air transportation of members of the armed forces, 10 USC Sec 2640 (Public Law 99-661); Airlift service, 49 USC 41106 (CRAF); Fly American Act, International Air Transportation Fair Competitive Practices Act of 1974 (40 U.S.C 40118); DOD Directive 4500.53, "Department of Defense (DoD) Commercial Air Transportation Quality and Safety Review Program," OCT 2008; 32 CFR (Code of Federal Regulations) Part 861; and FAR 47.402 Policy, FAR Clause 52.247-63 Preference for U.S. Flag Air Carriers JUN 2003. No contract award will be made until appropriate funds are made available. The solicitation will be available in FEDBIZOPPS. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). Contract award will be based upon a best value analysis of all proposals. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a Single Award firm-fixed price (FFP) contract, based on a best value determination. The period of performance will be one six (6) month base, and one six (6) month option period. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov prior to submission of proposals. A site visit will not be conducted.
