AFRL/RY is initiating this program under the Computational Research and Engineering Acquisition Tools and Environments (CREATE) office to implement testing and evaluation activities. The CREATE Radio Frequency (CREATE-RF) team is aware that testing & evaluation activities need to be included with the software development activities from the beginning to ensure a successful end product. It is important to implement an early integrated master testing and evaluation plan, make preventive testing part of all specification work, and provide integrated test tooling and infrastructure support. A CREATE-RF Testing and Evaluation program will be initiated to perform the following activities:

Pre-developmental test and evaluation (Pre-DT&E) activities. The primary purpose of Pre-DT&E activities is to help the PM in making decisions concerning the development and transitioning of Copmutational ElectroMagnetic (CEM) techniques into the CREATE-RF software product called SENTRi (Scalable ENgineering Tools for Radio-Frequency integration). Pre-DT&E studies known as technology readiness assessments will be conducted by and Independent Review Team (IRT) of subject matter experts (SMEs). The technical activities executed in this stage are Prototype Testing, Data Collection for Trade Studies, Technology Readiness Assessments and Documentation of the activities.


Developmental test and evaluation (DT&E). DT&E will be used to corroborate that the software application is satisfying the requirements established at the beginning of the process. Through this stage testing is also utilized to ensure that the mathematical formulation and physical assumptions are correct, as well as, that the software produced is scalable, portable, accurate, and has the throughput necessary to be integrated into an engineering design cycle. Lastly, it must also ensure that an integrated system, if applicable, is ready for operational test. DT&E activities are usually planned, executed, evaluated and documented by the developers. The developmental test and evaluation (DT&E) program consists of all verification and validation (V&V) activities, the final Software Acceptance Test (SAT) and the DT&E document.


Operational test and evaluation outline. The purpose of Operational Test and Evaluation OT&E) is to determine the operational effectiveness and operational suitability of the SENTRi software. Satisfactory levels are determined by assessing software performance and process against the Critical Technical Parameters. This assessment is termed an Operational Test Readiness Review (OTRR). Initial Operational Test and Evaluation (IOT&E) will be performed by the Beta testers. The most important technical actions for this phase are Beta testing SENTRi (performing supportability tests, applying it to realistic problems, executing suitability tests and integrated testing, operational assessments, and mission effectiveness tests), test/correct user manual and tutorial materials, test distribution process, create the operational T&E document, and perform the operational test readiness review.


Software Quality Criteria items will be used to evaluate progress during the software development process. It can be stated that the most important criteria of evaluation is the correctness of the software itself. Successful testing for each stage will be satisfied at a minimum.
