Pursuant to 13.106-1(b), the Federal Highway Administration intends  to negotiate a sole source purchase order with Gordon Proctor and Associates, Inc. to update the Regulatory Impact Analysis. The purpose of this project is to update a document Gordon Proctor and Associates, Inc. originally drafted in a previous purchase order under stringent time constraints. To accomplish this objective, Gordon Proctor and Associates, Inc. has previously obtained higher level approval, possesses the necessary knowledge and experience, and is already familiar with the original draft. A new contractor would require a significant amount of time to obtain the necessary approval and be brought up to date on the original work.  The draft rules are also restrictive and meant to limit outside exposure as much as possible. Gordon Proctor and Associates, Inc. limits this exposure since they are already familiar with the original documentation.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received by COB July 18, 2014. All questions concerning this matter should be addressed directly to Orlando Whitaker at
