The United States Government Accountability Office (GAO) requires a contractor to provide Cafeteria and Event Support Services which shall include the contractor establishing and operating, in the contractor’s name, the cafeteria at the U.S. Government Accountability Office (GAO) Headquarters, 441 G Street, N.W., Washington, DC for the purpose of dispensing food, nonalcoholic beverages and event support services, in accordance with all terms and conditions specified in the solicitation. This procurement is open to all business concerns. The cafeteria shall be operated for the benefit of approximately 3400 occupants of the GAO Building; this figure is an estimate only and not a guarantee of building occupancy. The cafeteria portion of the contract is not funded as revenues will be generated through customer sales.

In addition to the Cafeteria Services, the contractor shall provide Event Support Services which will support a variety of functions held by the GAO. The services range from small executive luncheons to large conferences where food service may include continental breakfast, coffee and snack breaks, luncheons (both sit down and buffet), and/or receptions. While most of the events are held during the day, mostly 7:30 a.m. – 5:00 p.m., a few receptions will be scheduled in the evening, weekends, and holidays which require support by the contractor. The period of performance for this contract shall be for a base period and four (4) one-year options with a projected contract start date on or about January 5, 2009.

The Government will make award to the responsible offeror whose offer conforms to the solicitation and provides the best value to the government. However, should the State Licensing Agency (SLA) submit an offer which is determined to be in the final competitive range, the SLA will be awarded the contract in accordance with the Randolph-Sheppard Act, as amended (20 U.S.C. 107). The solicitation shall be issued on or about August 11, 2008. Interested firms should submit their requests for the solicitation to Deja E. Craddock via email to craddockd@gao.gov referencing Solicitation No. GAO-09-N-0005. No telephone requests will be accepted.
