This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This constitutes the only solicitation; proposals are being requested and a written solicitation is attached to this notice.  The solicitation number is W91B4P-10-R-0090.  The solicitation is issued as a request for proposal (RFP).  Clauses, provisions, contract line items, quantities, units of measure, description of requirement, dates and places of performance, offer due date/time/place, and performance work statment are incorporated in attached solicitation.

All questions must be received by 24 Sep 10.

The following are questions and answers  in response to W91B4P-10-R-0090:
1.  Is a SECRET clearance required for Site Manager and Supervisors?
SECRET clearance is only required for Site Manager and preferred but not required for the Assistant Site Manager

2.  Please confirm that Government will provide billeting and electricity:
The USG will provide billeting, electricity, showers & latrines.  The contractor shall provide all meals/food

3.  Please confirm the number of PKMs required:
8 PKMs are required, 1 for each OP and 1 for training, and 1 spare

4.  Please confirm USG will provide the buildings at the External Observation Posts only.  The contractor is responsible for the power generation, life support, and latrine support to all external OPs.

5.  Please confirm the number of vehicles required on this contract.  Will fuel be provided by USG?
The amount of vehicles is up to the contractor to adequately perform the contract.  Fuel is provided by the USG

6.  Please confirm mobilization date
Mobilization is no later than 30 days after contract award date, preferably sooner

7.  Please confirm proposal submission date:

Additional questions and answers:

8.  In reference to CLIN 0001, 0002, 0003, 0004, 0005, 0006, 0007 and 0008 should offerors include an overage of 30% to the CLIN amounts?

Offerors should submit pricing as stated in the CLIN structure:  CLIN 0001- 120 guards, CLIN 0002- 22 supervisors, etc.

The overage of 30% applied to CLIN 0001 only and the statement of work stated "authorized".  The purpose of this statement was to ensure there was always a backfill when primary guards are on leave or dealing with emergencies.  "Fill-in" guards will be authorized medical screening, badging, etcl  It is totally up to contractor on how to manage this however, the USG requirement is a total of 120 guards.

9.  When can interested vendors conduct a site visit of FOB Salerno?
Interested vendors should request a site visit with 2LT Jones and CPT Clark at time/date scheduled with them.  Contact the following:

10.  Will the USG remove the requirement to have offeror's name on the Cover page?

11.  Is there an incumbent currently providing static security on the site?  If so, what is the name of the company?

Yes there is an incumbent, however, due to security concerns names of Local National Contractors are not released publicly.

12.  Are sufficient range facilities on FOB Salerno available for basic weapons qualification of the guard force prior to contract execution?

13.  If so, how many shooting lanes are there on the range?

14.  Confirm that the contractor is responsible for basic weapons qualification of the guards (i.e for non-crew served weapons)?

15.  What is the actual date that the USG requires services to commence?
On/about 28 October

16.  Can the USG confirm that the manning requirements detailed in PWS Paragraph 2 and its sub-paragraphs are accurate?

17.  If so, will the USG please update the PWS manning table (Table 3) to reflect the requirements listed in PWS Paragraph 2 and its sub-paragraphs?
Table 3 is correct; The offeror must be aware the there is a standing guard requirment of 156; so when a guard takes leave there must be a replacement.

18.  Under Government Funded Contractor Support on page 71, it states that only US citizens will be allowed DFAC privileges.  If the Assistant Site Manager is an OCN, will he also be allowed DFAC privileges?

19.  Will the USG provide prime power and ablution to the billeting areas for the guard force? 
Yes, and there are outdoor sink basins to wash for prayer

20.  Will the USG provide prime power and disinfected non-potable water to the guard force for kitchen and laundry?
Yes, both are provided

21.  Will NIPR access and telephone land line be provided to the Site Manager and Assistant Site Manager office? 
They will have access to both but not one directly in their office

22.  How many external observation posts are required to be manned under this contract?
4 total

23.  What is the distance from the FOB to these external observation posts?  Is there a navigable road to each one?
The max distance is 500 meters and there are roads to the posts

24.  Since the first right of refusal is required to be given to incumbent guard force, request the government provide current labor wages.
RCC-Salerno is not privileged to how much the incumbent pays their guards

25.  Request the USG provide the total manning required for Logistics support?
Up to the contractor to provide Logistic support for the guard force

26.  Request the USG clarify if all personnel are required to have own person protection equipment and weapons, to include relief personnel.
Each guard should have their own equipment and weapons

27.  How many night vision devices are required?
At the discretion of the contractor

28.  Will military air transportation be available for Expat and Expat-other personnel for movement to site?
Mil-Air is provided for contractors who have a SPOT LOA

29.  What is the cost associated with travel? 
No information on this

30.  Will the USG provide support for movement of equipment to FOB Salerno?

31.  Will the USG prove maintenance/upgrades to existing structures/containers available for contractor use?
Any equipment currently on site will be maintained by the USG

32.  Are refrigeration units available for contractor food storage?
There is a large reefer van on site for this use

33.  What date does the USG expect period of performance start date?
On/about 30 Ocober 2010
