The National Archives and Records Administration (NARA) is researching solutions and services that can assist all Federal agencies in automating the management of their electronic records for improved compliance and consistency and reduced recordkeeping burden on individual agency staff. 

NARA is requesting capability statements that describe the solutions, tools, or services that vendors can provide to help agencies transition to electronic recordkeeping for email by the end of 2016 and for all permanent electronic records by the end of 2019.
