1. Background: The Missile Defense Agency is responsible for developing a Ballistic Missile Defense System; integrating land, sea, air, and space based assets to defend the United States, friends, and allies, and deployed forces from ballistic missile attack.



2. Description: This is a pre-solicitation notice for the Missile Defense Agency’s next generation STANDARD Missile-3 missile defense interceptor. The Agency intends to issue a solicitation for concept definition and program planning. The STANDARD Missile – 3 Block IIB, or SM-3 IIB, will optimize early battlespace engagements, increase defended area, and provide early intercept capability against an Intercontinental Ballistic Missile (ICBM) from forward based locations using the Aegis weapon system infrastructure and Mk 41 Vertical Launching System. The concept definition and program planning phase, beginning in fiscal year 2011, will include extensive trade studies to define missile concepts, benchmark performance, anchor technology assessments, define a viable development plan, and identify risks and mitigation strategies. We will select up to three contractors for this phase that have demonstrated experience in kill vehicle development, booster development, missile development integration and test, and missile production.



This solicitation is pursuant to the authority of the Federal Acquisition Regulation (FAR) Part 6.102.

Announcement of an Industry Day for the Concept Definition and Program Planning for the Standard Missile-3 Block IIB (SM-3 IIB) Missile Defense Interceptor under HQ0147-10-R-0027.



An Industry Day is being planned for 29 July 2010, beginning at 0900 CST at 106 Wynn Drive in Huntsville AL. The purpose of the morning session will be to discuss the general acquisition requirements. The afternoon sessions are intended for one-on-one sessions with vendors interested in providing an offer as a significant prime contractor for this effort. Attendance is limited to three per company and one-on-one sessions will be limited to 30 minutes each. Registration for the one-on-one sessions is on a first come-first served basis. Registration will be closed at 1600 Central Standard Time two business days prior to the event or when capacity has been reached. The entire session will be classified, therefore; anyone attending the session must have a security clearance to at least the Secret level. Please register to attend the industry sessions using the attached Industry Day registration form. All attendees must submit a Visit Authorization Request (VAR) in accordance with the instructions in the attached VAR document at least 48 hours in advance of the date of the session. Read the VAR instructions carefully as no person will be allowed to attend without a processed VAR on file. Verbal or telephone requests will not be accepted. All industry day registration requests must be submitted in writing via e-mail to both persons listed below:

The purpose of this notice is to: 1) Post a PCO Letter regarding the draft of Section L, 2) Post the DRAFT Section L of the Draft Request for Proposal (DRFP) document for industry review and comment, 3) post the Industry Day slides, and 4) Update the contracting officer email address to submit the comments matrix and future questions/comments.



Industry is advised that the final Request for Proposal (RFP), when posted, will supersede any draft information posted to date. The final RFP will represent the Government’s requirement. Also note that the industry day slides were accurate as of the date they were shown (29 July 2010), but the Government may make normal revisions to some of the information shown (e.g., date for award and contents of SOO and section M).



Written comments/questions on the posted DRAFT Section L are due to this office no later than 4:00 p.m. Central Standard Time on August 27, 2010. Proposals are due at the location specified in Section L-06.4 on 12 NOV 2010, 1500 hours (Central Time) except for Volume III Past Peformance.

Volume III Past Performance is due at the location specified in L-06.4 on 25 OCT 2010, 1500 hours (Central Time).

A Pre-Proposal Conference for this effort will be held on 13 OCT 2010 at the Von Braun (VB) II in Room 1049 in Huntsville, Al beginning at 0800 hours (Central Time).  Instructions on how to attend this conference are attached to this RFP notice.

The purpose of this posting is to notify industry of a mistake in the PCO cover letter dated 28 September 2010. In the fourth paragraph, the third sentence states "Registration for the one-on-one sessions is on a first come-first served basis." The sentence should read "Registration for the pre-proposal conference is on a first come-first served basis."

The purpose of this notice is to provide industry with:

1) The last set of Government responses to industry questions submitted against the FINAL NGAM RFP and submitted at the 13 Oct 2010 Pre-Proposal Conference;

2) A copy of the NGAM Pre-Proposal Conference brief;
