The National Highway Traffic Safety Administration's (NHTSA) Vehicle Safety Hotline (Hotline) is the Department of Transportation's (DOT) primary point of contact for the general public to request safety defect information on passenger vehicles, heavy trucks, and recreational vehicle, or to report problems with motor vehicle equipment (e.g., air bags, motorcycle helmets, brakes, or child safety seats) that could affect safety.  NHTSA evaluates the information gathered from the Hotline and from other sources to determine if serious safety problems exist. 

The primary objective of this procurement is to obtain agency mission-critical information from callers about vehicle or vehicle equipment problems that may warrant a formal safety defect investigation; record complaint data on possible safety-related vehicle problems; provide answers to consumer questions related to vehicle and child safety issues; perform call-backs from recorded messages; fulfill information requests; attend functions on request to market Hotline's services; electronically mail information to NHTSA action program offices on issues related to highway safety; refer calls to other non-safety related offices outside NHTSA (e.g. Environmental Protection Agency); and to provide general information in order to increase consumer understanding and awareness of issues concerning highway safety.


NHTSA seeks a Contractor with innovative and cost effective approaches that will allow the Hotline to provide exceptional service to repeat and new customers and to enhance the agency's ability to collect safety defect information from the public. The Contractor shall be responsible for a turnkey Hotline call center operation to include all the necessary equipment, personnel, location, and managing of workflow.


This acquisition is being offered for competition limited to eligible 8(a) concerns. The NAICS Code for the anticipated contract is 561421.  Contractors must be registered in the Systems for Award Management Database located at http://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award.  It is the Government's intent to award a Time and Materials type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation.  It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any).  Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 30, 2014.


Period of Performance:  Base period of twelve (12) months plus four (4) one (1) year option periods for a total of five (5) years.


Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2014.

Synopsis Amendment 1


The purpose of this amendment to the Synopsis Notice is to provide an updated status on the acquisition strategy for the forthcoming solicitation.  The solicitation which was due to be posted here on FedBizOpps.gov for competitive 8(a) set-aside will now be solicited on GSA among qualified GSA STARS II 8(a) Contractors with the appropriate NAICS code; which has been changed to 541519.  The anticipated date for release of the solicitation is on or about May 30, 2014.
