The purpose of this pre-solicitation notice is to provide notification of the Naval Air Systems Command's (NAVAIR) intent to release a final Request for Proposal (RFP) to conduct a full and open competition for the Presidential Helicopter Replacement Program (VXX) under the authority of 10 USC 2304 (a) and in accordance with Federal Acquisition Regulation (FAR) Part 15. Draft RFP's were previously issued on 23 November 2012 and 12 March 2013 on this website. This pre-solicitation notice is for information and planning purposes only and does not contain the final RFP. Upon posting of the final RFP to this website, proposals will be due within 90 days. All responsible sources may submit a proposal which will be considered by the agency. Contract award is estimated for 3rd quarter Government Fiscal Year 2014.

The VXX aircraft will replace the aging VH-3D and VH-60N aircraft used to support the Presidential vertical lift mission requirements. The VXX Acquisition Strategy is based on the integration of mature, Government-defined subsystems into an in-production air vehicle. The procurement will result in a fixed-price type contract for the Engineering and Manufacturing Development (EMD) phase as well as options for Low Rate Initial Production (LRIP), Full Rate Production (FRP) and associated logistics elements to include interim contractor support, spares, support equipment, and repair of repairables. Options are also anticipated for the modification of System Demonstration Test Articles, integration of the Wideband Line of Sight System, Mission Tasking-2 Reconfiguration Kits and Earned Value Management Cost Reporting. The total aircraft quantity includes 6 aircraft to support the EMD phase, 9 LRIP aircraft, and 8 FRP aircraft. If all options are exercised, the total period of performance will be approximately 8 years.

The Government anticipates conducting a pre-proposal conference following the release of the final RFP. Further details will be provided at a later date. OFFICIAL SOLICITATION ISSUANCE

The Presidential Helicopter Replacement Program ("VXX") solicitation is hereby issued. With the exception of the documents posted to this website, unclassified solicitation documents are posted on the VXX technical library. Instructions for access to the technical library are contained within Section L of the solicitation. All requests for classified information should be directed to the points of contact identified in this posting. Proposals are due no later than 2:00pm EDT on Thursday, 01 August 2013 at the address identified in Section L of the solicitation. It is requested that arrangements be made with the points of contact via phone or email in advance to coordinate receipt of the proposals.


Unclassified comments or questions regarding this solicitation shall be submitted in writing to the points of contact utilizing the VXX Request For Proposal ("RFP") Question/Answer Matrix included in this posting. Classified comments or questions shall be coordinated with the PMA-274 Security Program Manager identified in Section L of the solicitation. The Government will notify all offerors when responses are posted to the technical library. All questions and comments received from interested offerors on the VXX Draft RFP thus far have been considered by the Government. The Government intends to publish all remaining responses to industry questions to the technical library (excluding proprietary questions) within the next two weeks. The Government will notify all offerors under this notice when responses are posted to the technical library. All future notifications regarding this solicitation will be posted under this notice, Solicitation Number N00019-13-R-0060.


Please be advised that all previous discussion and exchanges of information are superseded by this formal solicitation. Offerors are encouraged to examine the solicitation closely, comparing it to the previous draft version.


An unclassified pre-proposal conference is tentatively scheduled for 30 May 2013 at Patuxent River, MD. This pre-proposal conference is open to offerors that are interested in submitting a proposal and their principal subcontractors. Further details regarding time, location and registration will be provided in a future posting.

The purpose of this announcement is to provide details associated with the Presidential Helicopter Replacement Program (VXX) Pre-proposal Conference and to notify industry that the VXX Virtual Bidder's Technical Library has been updated to include additional responses to Industry questions submitted as part of the VXX Draft RFP Feedback Matrix.

The VXX Program intends to conduct an unclassified pre-proposal conference on Thursday, 30 May 2013, at the NAVAIR Protocol Office located at Building 467, NAS Patuxent River, MD from 8:00a.m. to 2:00p.m. EDT. The purpose of this event is to provide an overview of the RFP and address any questions from industry. Only a limited number of copies of the presentation will be available at the conference. An advanced copy of the presentation will be posted a few days prior to the event. Any questions that offerors would like addressed at the conference should be submitted no later than 21 May 2013 utilizing the RFP Question & Answer Matrix posted on the FedBizOpps website. Questions should be limited to matters involving unclassified and/or business non-proprietary matters.

This pre-proposal conference is open to offerors that are interested in submitting a proposal and their principal subcontractors. Space for this conference is limited; therefore, it is requested that offerors submit a list of names using the attached registration form by 16 May 2013. It is estimated that up to 15 participants from each offeror (including principal subcontractors) can be accommodated, but we will attempt to accommodate a higher number if possible.

This announcement is not a contract, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.

Please be advised that Section L Attachment 4 "T-3 Proposal-Specific PBS/Verification Matrix Template" has been updated on the Virtual Bidder's Technical Library. The updated Section L Attachment 4 corrects a formatting issue discovered in the excel spreadsheet. In addition, page 1 of the solicitation (SF33) is attached to this posting to correct an administrative oversight in block 5.

The purpose of this announcement is to notify potential offerors that the VXX unclassified pre-proposal conference scheduled for Thursday, 30 May 2013, has been postponed until further notice to allow more time for the Government to address industry questions. The VXX unclassified pre-proposal conference has been rescheduled for Thursday, 06 June2013. As stated in the 09 May 2013 posting, the conference is open to offerors that are interested in submitting a proposal and their principal subcontractors. See the previous posting for registration information. Those offerors that have previously registered will be contacted by the Government with further details on the conference. A copy of the presentation will be posted to this site no later than COB on Monday, 03 June 2013.

Furthermore, Appendix E (Acquisition Information Assurance Strategy) of the VXX Program Protection Plan, provided as GFI, was inadvertently omitted from the VXX technical library. It has now been added to the technical library.
