RE:  Status of payments for utility service/energy supply under the current Fiscal          Year 2014 lapse in funding


As you may be aware, GSA and other Federal agencies have not received an annual appropriation for Fiscal Year 2014.  In spite of that, utility services for Federal buildings are considered “excepted activities” under a lapse in appropriations which allows an agency to incur an obligation for utility services/energy supply in the absence of appropriations.  Therefore, utilities/energy suppliers are to continue to provide service/supply under existing contracts to Federal buildings during a lapse in appropriations.  


For GSA, utilities/energy suppliers will be paid for service/supply delivered with a meter read end date of September 30, 2013 or sooner in accordance with the appropriate due date for the payment of those bills.  For utility service/energy supply bills with a meter read end date on October 1, 2013 or later, GSA will process payments as soon as appropriations covering all or a portion of Fiscal Year 2014 are received.
