Headquarters, US Army Intelligence and Security Command (INSCOM), Fort Belvoir, VA intends to solicit proposals on behalf of the Contract Linguist Program Support Office, INSCOM, for Department of Defense Language Interpretation and Translation Enterprise (DLITE) acquisition. DLITE is to provide foreign language support services and capabilities needed to meet ongoing, new, and/or changing mission requirement.

INSCOM intends to issue a single Request for Proposal (RFP) solicitation for multiple awards, Indefinite Delivery Indefinite Quantity (IDIQ) contract, covering one set-aside (Small Business) and a Full and Open Competition. The anticipated period of performance will be five years from the time of award. The IDIQ will be 5 year ordering period and all subsequent Task Orders may have up to one-year base period and may have up to four (4) one-year option periods. A hybrid of Fixed Price and Cost-Reimbursable contract type is contemplated, per FAR Part 16 criteria. This requirement will be procured under the guidelines of FAR Part 15, Contracting by Negotiation, with additional FAR Part 19 requirements for Small Business Programs. The NAICS code is 541930, Small Business Size Standard of $7 Million. It is anticipated that (RFP) solicitation number W911W4-11-R-0003 will be issued on or about 01 December 2010. The exact closing date and time of the (RFP) solicitation will be identified in the (RFP) solicitation package. It is the sole responsibility of the offeror to review FedBizOpps frequently for any updates/amendments and in case the (RFP) solicitation is issued prior or later than 01 December 2010. All prospective offerors must have a Commercial and Government Entity (CAGE) code, must be registered with the Central Contractor Registration (CCR) at, and must not be listed on the Excluded Parties List System. Online Certifications and Representations at (ORCA),, will also be required. Failure to comply with ORCA registration may render the offeror ineligible for this award.
