WAAS - WIDE AREA AIRBORNE SURVEILLANCE

Synopsis: The Aeronautical Systems Center, 659th Aeronautical Systems Squadron (AESS) will offer an Industry Day on 25 August 2009, 0900-1200 at the AT&T Center, 2940 Presidential Drive, Fairborn, OH 45324. The purpose of this Industry day is to communicate with industry current plans for fielding of WAAS capabilities, and provide clarification as to the information being sought on future system capabilities in support of a WAAS Trade Study. The WAAS team is looking for contractor feedback in the form of white papers on the current state of technology as well as near and far term concepts. White Papers are requested NLT 2 Oct 09.

The WAAS system will support an end-to-end (collector to Service Processing, Exploitation, and Dissemination (PED) and/or tactical user) motion imagery based system for contiguous airborne wide area coverage of urban and selected environments with sufficient resolution and revisit rate to find, fix and track vehicles and individual dismounts within its field of view, day and/or night. The capability will enable concurrent near real-time situational awareness, forensic analysis, and cross-cueing for other ISR sensors. WAAS data will support tactical users, commanders, and be globally disseminated to other nodes, inside and outside theater, including injection into Service PED architectures to support further phases of exploitation. The details of an end-to-end WAAS solution are being developed based upon requirements, Trade Study analysis, and a collaborated team effort by the Services, National Geospatial Intelligence (GEOINT) Agency (NGA) and Combatant Commands (COCOM).!

While a brief list of technology areas are presented below, this is not meant to be all inclusive. System focus is on meeting size, weight and power (SWaP) requirements of current Unmanned Aircraft Systems (UAS) (i.e., MQ-1C, MQ-9, RQ-7 pod designs). We are also interested in new concepts or approaches to performing WAAS. Areas of interest include:

a) Airborne Sensors: . Motion imagery sensors supporting 24/7, day/night (Electro-Optical/Infrared (EO/IR) operations . Wide-Field of View (WFOV) coverage (up to 30 km by 30 km area - with multiple aircraft) . Resolution sufficient to detect/track dismounts b) Data Communications/Storage: . Airborne near real-time high-data rate communications; data distribution to real time users . Airborne and ground large storage capacity with accessible databases c) Airborne and Ground Processing: . Integration into existing Tasking Processing, Exploitation, and Dissemination (TPED) architectures to support forensic analysis and theater information requirements . Software tools to manage multiple tasks, vehicles, ground stations, etc. . Automated tools to define and discern pattern of life, unusual activity and tracking of subjectsd) Operations Support: . Networking and multiple aircraft control of both manned and unmanned systems for collection operations

Those contractors interested in participating should plan to attend a high level WAAS briefing to industry on 25 August 2009, 0900-1200 at the AT&T Center, 2940 Presidential Drive, Fairborn, OH 45324. This Industry Day is restricted to United States citizens and will be at the classified (SECRET) level. Attendance at Industry day is restricted to a maximum of 3 persons per company. We invite industry to submit white papers (unclassified or classified up to TS/SCI) on their concept or technology at any time before 2 October 2009. The Massachusetts Institute of Technology - Lincoln Labs (MITLL) is facilitating this effort and will help to develop the final Trade Study report. Guidance on the White Paper format is attached. Please ensure all appropriate security procedures and policies are followed when responding to this RFI. White Paper responses to this request shall be a MAXIMUM OF 25 pages in length and submitted electronically or via mail (regular mail for UNCLASSIFIED; Registered mail for SECRET only) to the point of contact.

This is not a Request for Proposal. The Government does not intend to award a contract on the basis of this announcement. Submitting capabilities and concepts in response to this announcement is voluntary, and participants shall not be compensated. This is to be considered an initial step in establishing industry understanding of the WAAS program and to allow the government team to determine market understanding and capability to integrate and plan for a future WAAS program.
