The Intelligence and Security Command (INSCOM) Acquisition Center intends to award a sole source contract under the authority of 10 U.S.C 2304(c)(1)- FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements, to Government Secure Solutions CGI, Inc., 9700 Capital Ct. STE 200, Manassas, VA 20110.

The requirement is for integration efforts to include program management and execution of the portfolio of cloud architectures supporting continuing intelligence operations. CGI's current focus is the accreditation and operational transition of the Defense Cross-domain Analytical Capability (DCAC) for a MLS database service for Cloud computing architectures that reside on classified networks. The deployment of these systems provides an integrated MLS database capability for Cloud environments that: (1) is operationally usable and effective; (2) has a modular architecture that facilitates new technology integration and implementation in different operational environments; (3) provides significant O&M cost savings through smaller physical and manpower footprints and remote management capabilities.

CGI is also focusing on the Cloud-Enabled Advanced Analytics that involves refactoring of Biometrics intelligence capabilities and integrating Biometrics into the cloud. This complex effort ingestion of data sources such as BI2R BATML, IDML, MATCHML, secondary Replicated Data Sources, and attachments within UCD and cloud environments. It also involves the Entity management and tracking system for Biometrics/Human Terrain Facial recognition capability (photos, video) and edge-to-Cloud Enterprise Messaging (Corps/Division Node to/from Handheld). Mobile support in Cloud Corps Nodes includes provisioning the handhelds as data receivers and summarization of query results for handheld.

The efforts to be performed under the planned contract are part of a larger integrated effort across the IC under the purview of Army G2 and INSCOM CG. The Technology Insertion contract efforts include three prime Contractors working synergistically on the fast-paced Technology Insertion activities to support key INSCOM and Army G2 initiatives. These three prime Contractors are Invertix Corporation, the capabilities integration Contractor; L-3 National Security Solutions, Inc., the Operations and Maintenance Contractor; and Government Secure Solutions CGI, Inc., the system integration Contractor.

This action will result in a Cost Plus Fixed Fee (CPFF) bridge contract with a period of performance of twelve months beginning 20 August 2013. The proposed bridge contract is to complete on-going efforts under Contract Number W911W4-08-0013-0003 without a disruption of service. The NAICS code for this requirement is 541512. The size standard is $25.5M.

This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
