NAICS Code: 541711 The U.S. Environmental Protection Agency (US EPA) Intends to negotiate a sole source firm?fixed price purchase order for a professional services purchase order to expand the domain of applicability of the RAIDAR model for screening level exposure and risk assessment for chemical evaluations conducted by the EPA. To accomplish this objective, a sub-module for direct human exposures to consumer products will be developed and integrated into the existing RAIDAR model framework. The US EPA believes that Arnot Research and Consulting Inc., is the only source capable of providing the required products. This contract is being directed, without competition, to the developer of the RAIDAR model Arnot Research and Consulting Inc. This expert is the only person who has the experience with and knowledge of the RAIDAR model to expand the model to include near-field sources by developing a consumer products module based on unit emissions. The approach used by th e contractor is unique, so no other person has the ability to meet the requirements of this statement of work. In addition, the approach includes proprietary information not available to anyone other than the developer. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. The period of performance is expected to begin September 2012 through September 2013.

All interested parties who believe they can provide the required professional services defined in the attached draft statement of work, or alternate more effective model, should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The intent of this synopsis is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
