The purpose of this Broad Agency Announcement (BAA) is to solicit proposals for the Chemical and Biological Technologies Directorate New Initiatives Fiscal Year (FY) 2010-FY2011 Program Build Scope: This solicitation is an extramural endeavor focused on applied research and advanced technology development objectives encompassing a broad spectrum of topics in the chemical and biological science to include Physical Science and Technology, Medical Science and Technology, including the Transformational Medical Technologies Initiative, Threat Agent Science, and Information Systems Capabilities Development topics. Purpose: The purpose of this Broad Agency Announcement (BAA) is to solicit research proposals for Chemical and Biological Defense Program, Defense Threat Reduction Agency requirements for the Chemical and Biological Technologies Directorate New Initiatives BAA for the FY2010-2011. The goal is to identify and select science and technology projects that can be transitioned to joint acquisition programs. Solicitation Overview and Purpose: This BAA is a continuation of the multi-year HDTRA1-08-CBDIF-CBT-BAA dated 29 Jan 08, remaining effective for three years from the initial date of issuance, unless amended otherwise. Multiple calls for proposals may occur in conjunction with this BAA. Ongoing, new or emerging requirements may necessitate amendment of the BAA to include new or different topics. At any time that the topics are amended, new proposal submission milestones will be specified and as applicable any limitations specific to the topics will be noted. These amendments are expected to occur, in general, annually, and may occur more frequently, in both cases on an as-needed basis. Over the span of its term, this BAA will solicit applied research and advanced technology development proposals for the topics presented in Attachment 8 and in effect at the time. Depending on the nature of requirements and/or available funding, each of these research categories may or may not be included in the most current List of Topics. Proposals may each address Applied Research and/or Advanced Technology Development as specified in each topic. Proposals will not be accepted or considered that combine Basic Research with Applied Research and/or Advanced Technology Development. The Government encourages proposals that span a wide spectrum of possible technical and business solutions in response to the specific technology topics stated in Attachment 8 of this BAA. The Government reserves the right to award any combination of approaches which offer the best overall value to the Government, and to oversee any and all processes and approaches once ongoing. The full range of flexible assistance and acquisition related statutory authority arrangements available to DTRA are possible results from this announcement including but not limited to contracts and Other Transaction Agreements; there is a strong preference for the award of FAR-based contracts. The Government does not intend to award grants under this solicitation. However, the Government reserves the right to negotiate and award the types of procurement instruments determined most appropriate under the circumstances.
