The attached SOURCES SOUGHT NOTICE is issued for the purposes of planning and market research only. This is NOT a solicitation for proposals, proposal abstracts, or quotations and does NOT obligate the Centers for Medicare and Medicaid Services (CMS) to award a contract. It will be used to obtain information regarding the availability and capability of qualified small businesses (e.g., 8(a), service-disabled veteran owned small businesses, HUBZone small businesses and women-owned small) to provide Enterprise System Development (ESD) services as described in the attached documents. CMS is interested in responses to this notice from small businesses (including 8(a), service-disabled veteran owned small businesses, HUBZone small businesses and women-owned small).

Background


The Enterprise System Development (ESD) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract encompasses the full range of mission support capabilities that are needed by CMS' Chief Operating Officer (COO), Chief Information Officer (CIO) and Chief Technology Officer (CTO) to operate, maintain, and modernize CMS' systems with a priority on enterprise approaches.
The ESD IDIQ is required to support critical Medicare, Medicaid and Affordable Care Act (ACA) Federal Healthcare Marketplace business functions. The requirements will ensure that CMS' goals are met and the enterprise infrastructure is stable and secure during modernization of current systems.


CMS have established the following Service Categories under the ESD Indefinite Delivery/Indefinite Quantity (IDIQ) Contract:

• Requirements Services

• Development Services
• Test Services
• SCA Services
• IV&V Services
• Maintenance Services
• ESD Support Services
• Data Request Services


CMS awarded the initial ESD effort under a multiple award IDIQ, performance based contract in September 2007 resulting in awards to the below contractors:

This amendment is issued in order to revise and clarify the page limitation, provide the Sources Sought Vendor Worksheet template as a Word document and clarify the information regarding teaming arrangements.

Amendment #2 is issued in order to further revise the page limitation, clarify the applicability of the font size requirement, provide the Sources Sought Vendor Worksheet template in 12-point font and clarify instructions for its completion, and clarify the requirement regarding the government-approved accounting system.

CMS is happy to announce that it has received the required approvals to continue with a procurement to replace the existing Enterprise Systems Development (ESD) multiple-award Indefinite-Delivery Indefinite-Quantity contract.  CMS has renamed this replacement vehicle the Strategic Partners Acquisition Readiness Contract (SPARC).  CMS will release a draft Request for Proposals (RFP) for industry comment through a new, separate posting on www.fbo.gov  (Solicitation #RFP-CMS-2016-SPARC).  


 


CMS also plans to host an Industry Day on June 19, 2015, from 9:00 am EST to 12:00 pm EST. The event is being held at CMS headquarters, 7500 Security Blvd., Baltimore, Maryland, 21244. There will also be a webinar several weeks after the Industry Day.  CMS will only permit registered attendees entry to the Industry Day.  Therefore, please email an attendance request to sparc@cms.hhs.gov to request a reservation to this event by 12:00 pm on June 10, 2015.  In the request, please provide the following information: first and last name, whether or not you are a citizen of the United States (only U.S. citizens will be allowed entry to the CMS facility), company name, DUNS number and whether your company is a large business or a small business.  If your company is a small business, you must indicate what type of small business (e.g., 8(a), HUBZone, SDVOSB, etc.).  CMS will limit the number of attendees to two (2) people per company.  CMS reserves the right to further limit the number of attendees due to the space limitations of the room.  A conference call number will be provided to companies that will not be able to attend in person or due to capacity issue of our conference facility. This registration will also be provided through the sparc@cms.hhs.gov email address. Registration information for the post-Industry Day webinar will be provided at a later date.


 


David Fitton will be the Contract Specialist (david.fitton@cms.hhs.gov) and Aaron Blackshire will be the Contracting Officer (aaron.blackshire@cms.hhs.gov) supporting the SPARC procurement.

Persons wishing to attend this meeting must register in advance.  Persons, who are not registered in advance, will not be permitted access to the CMS Headquarters Facility and thus will be unable to attend the meeting.  Persons attending the meeting will be required to show a U.S. Government-issued ID, preferably a driver’s license, and are subject to a vehicle inspection prior to entering the complex.  If proper identification is not provided, the visitor will be denied access.  CMS is a tobacco-free campus and violators are subject to legal action.
