The National Institutes of Health, Clinical Center (CC) intends to issue a purchase order on a sole source basis to Hill-Rom Company Inc., 1069 State Route 46 East, Batesville, IN 47006, for Specialty Bed Rental and Accessories on a sole source basis pursuant to FAR 6-302-1 and 41 U.S.C 253 (c)(1) -only 1 responsible source and no other supplies or service will satisfy the agency requirements for the bed rental.

The speciality beds from Hill-Rom will be used in the CC to provide therapeutic support of patients’ musculo-skeletal system on beds and during activity of daily care to provide pressure ulcer prevention/management, pulmonary complication prevention/management and reduced risk for injury. The CC will rent various specialty beds and accessories for CC patients as requested by the CC Nursing Staff. The length of time needed for each rental varies based on the patient’s need. The specialty beds and accessories will be from the following list:

The rental program must meet the following specifications.

Bed Compatibility
▪Rental beds must be compatible with the standard seizure pads used at the CC (Hill Rom Part# P855E5, Part# P1930EA01, Part# P1930EA02).
▪Rental beds must be compatible with the trapeze system used at the CC, a specialty system adapted for the CC standard beds, which are Hill Rom Advanta w/ and w/o Scales; Hill Rom Bariatric and Hill Rom Sp0RTs (Texas Medical Industries Part# 6023, Part# 6033-3, Part# 6326, Part# 6040)

Bed Labeling & Directions for Use
▪Rental beds must have vendor name and 24/7 contact information prominently and permanently secured to the bed on footboard of bed.
▪A hard copy user manual (directions for use) must accompany delivery of each rental bed.

Account Service Features Must Include
•Clinical consultant availability 24/7 to assist with determination of most appropriate rental for each clinical situation and with management of clinical issues that develop during use of rental that are associated with the rental.
•In-servicing for all shifts, wound care education and consultation and patient assessment.
•Service during all Nursing shifts with delivery of rental within four hours of request.
•Installation and set-up of each placement.
•Patient transfer assistance at time of placement by staff trained in body mechanics and safety issues.
-Disinfecting and cleaning between each placement.
-Periodic cleaning as necessary.
-Ongoing no-cost user training and in-servicing as needed.
-Ongoing no-cost on-site service repair as needed.
-Courses for Continuing Education credit.
-Pre-installation maintenance and electrical safety checks between each patient use.
-Electronic communication for each transaction (such as delivery; on-site repair; replacement; removal)
-Electronic communication of the safety check documentation for each rental within 24 hours of delivery
-Removals within 36 hours of request.
-Pre-established standard operating procedure in place in the event of rental bed/ accessory recall.
-Resource Center (includes sales and service personnel) availability 24 hours a day, 7 days a week

Account Management Features Must Include
-Web-based secure online availability 24 hours a day, 7 days a week.
-Web-based secure ordering, removal and service requests for rental products.
-Web-based secure rental activity reports—both current and historical.
-Web-based secure invoice review and invoice payment by Credit Card.
-Prevalence data collection assistance and analysis that includes prevalence collection tools and support, international prevalence database access, and benchmark analysis and reports.
-Protocol development selection assistance that provides assistance with protocol implementation and compliance monitoring.
-Support surface selection assistance that include 24/7 availability to RN with subject matter expertise and concomitant staff training by said RN.
-Periodic business reviews that analyze product utilization, patient days, average length of stay and costs. Reports electronically available on a monthly basis.

Conservation Promotion
Work practices must contribute to environmental stewardship, such as via paperless signature system for rental delivery, service, repair and pick up.

Delivery and Removal Charges
There will be no delivery, setup, on-site repair or removal fees charged.

Minimum Standards of Workmanship
All work shall be performed in compliance with all Federal, state and local laws. In addition, rental equipment and service will meet equipment manufacturers’ requirements and generally accepted industry standards. All waste materials shall be disposed of by the vendor in compliance with Federal and local laws and regulations.

This notice is not a request for competitive proposals; however all responses received within 5 days from the date of the publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability in writing to Deborah Culpepper, dculpepper@cc.nih.gov. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. There is no solicitation package available.
