The General Services Administration, SmartBUY, on behalf of the Department of Defense DoD Enterprise Software Initiative (ESI), is issuing this notice to inform industry that an initial Request for Quotation for Software as a Service (SaaS) Email Services will be issued by the end of the 2nd Quater Fiscal Year2011.

This announcement is to provide notification to companies interested in the upcoming GSA acquisition for Software as a Service Email Blanket Purchase Agreements, anticpated to be procured using the GSA Multiple Award Schedule program, specifically Multiple Award Schedule 70 - (General purpose communication Information technology equipment, Software, and Services).


In June 2010, the Federal Cloud Computing Initiative (FCCI) established an Email Working Group to coordinate across government and industry on behalf of the FCCI, and to be the source of information, solutions, and processes that foster adoption of SaaS Email within the Federal Government. The working group quickly ramped up and began developing a strategy to deliver SaaS Email acquisition capabilities via enterprise wide BPAs. 

In partnership with GSA SmartBUY and DoD Enterprise Software Initiative, the FCCI released an RFI on Software as a Service Email on August 30, 2010 (posted on The intent of the RFI was to gain insight into how the Federal Government ordering activities can replace their current enterprise support for email and collaboration with a highly innovative, creative, cost-effective, and evolving environment. 

 Pre-Solicitation Briefing on November 1, 2010

The FCCI will host a SaaS Email briefing on November 1, 2010. The purpose of this event is to brief agencies and vendors on the FCCI's acquisition strategy for SaaS Email, and to get feedback on the draft requirements so that the resulting acquisition can best meet the needs of the Federal Government. 

The briefing will be held at MITRE in McLean, VA. Participants must register for this event online by October 25, 2010. Seating is limited so we recommend registering as soon as possible at

 GSA's SaaS Email Offering

The FCCI has reviewed the RFI responses submitted and has completed draft requirements for review.  The current plan is to update the requirements based on relevant feedback and release an RFQ for a multi-award BPA by the end of the calendar year. 

The objective of the RFQ is to award multiple Blanket Purchase Agreements (BPAs) in accordance with FAR 8.4 and to offer three key services through SaaS Email providers for ordering activities.  The requirements have been divided into three distinct Lots:

  Lot 1:  SaaS Email Service 
Lot 2:  SaaS Email Migration Service
 Lot 3:  SaaS Email Integration Services

 All proposals must include Lot 1 services, while Lot 2 and 3 are optional.
