The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) is seeking information from small businesses in order to improve the understanding of their capabilities to provide operations and maintenance (O&M) services, and hardware, software, communications and architecture improvement services for the Advanced Weather Interactive Processing System (AWIPS). AWIPS is the NOAA/NWS cornerstone IT system used to ingest, analyze, forecast, and disseminate operational weather data, including time-sensitive, high-impact warnings to protect life and property. AWIPS is used by NWS forecasters and hydrologists 24 hours, 7 days a week, 365 days a year.
This request for information (RFI) is for planning purposes only and is issued in accordance with FAR Provision 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this request for information, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The NAICS code for this RFI is 541511 - Custom Computer Programming Services and the size standard of $25,500,000.00.
The Government requests capability statements from small businesses who qualify as a small business under the size standard for the 541511 Custom Computer Programming Services NAICS code. Capability statements shall clearly demonstrate capability in all the following areas:
1 - The Contractor must demonstrate experience in round-the-clock operations and maintenance of hardware, software, communications, and experience in providing architecture improvement services for a large system contract.
2 - The Contractor must demonstrate experience with security assessment and monitoring associated with a Federal Information Security Management Act (FISMA) High system.
3 - The Contractor must demonstrate ability to conduct software development, including integration testing, using JAVA and other Commercial Off The Shelf/Free and Open Source Software (COTS/FOSS) packages.
4 - In accordance with Federal Acquisition Regulations Subpart 34.2 and OMB Circular A-11, an Earned Value Management System (EVMS) will be required as part of this acquisition. The Contractor shall provide information that demonstrates their ability to comply with the requirements of FAR 34.2 and OMB Circular A-11.
5 - Your company has adequate financial resources or the ability to obtain them,
6. Corporate infrastructure to include accounting and operational controls, quality assurance systems, safety programs, and purchasing systems,
7. Highly relevant past performance to the work described in the attached draft Statement of Objectives. Relevant past performance is performance under contracts or efforts (within the past 3 years) that is of the same or similar scope, magnitude, and complexity to that which is described in this sources sought notice. Include a list of a minimum of three (3) current/previous contracts performed within the last three years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work/services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting.
Responses to this RFI are due no later than February 3, 2014 at 8AM EST. The Government is also collecting information on potential areas of Sub-Contracting interest for Small Business. Small Business may indicate in their response which areas of the SOO are of interest as it relates to potential Sub-Contracting Opportunities.
