The goal of the SPAR program is to develop and demonstrate practical techniques for exchanging data that protect the security and privacy interests of each party.  For example, a database server must not learn what information was requested by a client, and yet sitll have the assurance that the client was authorized to have the informaiton that was sent.  Prototype systems will implement protocols that are demonstrably efficient and provide a range of security and privacy assurances relevant to a chosen data exchange scenario.

The data exchange scenarios that will be addressed in the SPAR program are:  complex database queries, publish/subscribe systems, message queue/mailbox systems, and outsourced data storage systems.  In addition, the SPAR program will explore efficient homomorphic encryption techniques to implement these data exchange patterns by evaluating the relevant functions and circuits on encrypted data.

IARPA-BAA-11-01, Amendment 01

Title: Security and Privacy Assurance Research (SPAR)


The following amendment has been made to the original Broad Agency Announcement:


1. Section 1.A.3.2 is amended to correct the identifier of the Completeness Requirement in Table 6: "TA1-C1" was changed to "TA2-C2".


2. Section 1.B is amended to correct the identifiers for requirements in the second column of Table 13: All 9 identifiers were changed from starting with "TA1 " to start with "TA2 ".


3. Section 1.B is amended to clarify the scope of the requirements in the second column of Table 13: The heading is changed from "Security, Privacy, and Practicality Assurances Achieved" to "Security and Privacy Assurances Achieved".

The following amendments have been made to the Broad Agency Announcement:


Note: Due to administrative error, the description of changes document associated with IARPA-BAA-11-01 Amendment 01 was posted to FBO.gov on 27 January 2011 as Amendment 02. There is not an amended solicitation associated with Amendment 02.


Amendment 03
1. Part One is amended to change the due date for proposals for the first round of selections to 4 March 2011, 5:00 pm EST.
2. Part One is amended to change the time period during which questions about the BAA will be accepted. Questions will be accepted until 17 February 2011, and from 5 March 2011 until 13 December 2011.
3. Section 1.A.2 is amended to restrict part of the definition of "Server" to TA1.
4. Section 4.B.2, Detailed Estimated Cost Breakdown, is amended to add language on supporting cost or pricing information.
5. Section 4.C.1 is amended to change the due date for proposals for the first round of selections to 4 March 2011, 5:00 pm EST.
6. Section 7 is amended to change the time period during which questions about the BAA will be accepted. Questions will be accepted until 17 February 2011, and from 5 March 2011 until 13 December 2011.
7. Appendix A, Academic Institution Acknowledgement Letter Template, is amended to remove the copy furnished to Mr. John Turnicky, Chief, ODNI Contracts, Office of the Director of National Intelligence, Washington DC, 20511
