This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Offerors are required to read the entire Solicitation Package and attachments contained in the solicitation package.

DHS/FEMA is seeking proposals from qualified vendors (see set aside requirement below) to maintain and deactivate an estimated 250 temporary housing units located in the Individual Assistance disaster areas declared under DR-4080-LA. The quantity of units is not guaranteed and there is no guaranteed dollar amount. Solicitation No. HSFE06-12-R-2035 is issued as a Request for Proposals.

This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-61.

This acquisition is a 100% small business set aside for 8(a) concerns residing in or primarily doing business in the DR-4080-LA individual assistance disaster areas, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of November 1988 (PL 93-288, as amended). See FEMA-4080-DR, Louisiana Disaster Declaration as of 09/14/2012 map for a display of the individual assistance areas.

See Schedules B.1, B.1-1 and B.1-2 for a list of the contract line items. Offerors shall submit their cost/price proposal using these attachments.

A description of the requirements are set out in Section D.

The period of performance for this requirement will be from the date of award to October 31, 2013, with two 6-month option periods to complete the project.

The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. See Section E.1 for specific details regarding proposal submission.

The provision at 52.212-2 Evaluation-Commercial Items (JAN 1999) applies to this acquisition. See Section E.2 for the evaluation process.

The provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, applies to this acquisition.

The clause at 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition.

The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition.

Submit price/technical/past performance proposal as stipulated in Section E via mail or hand-delivered to: Sharon LeRoux, Contracting Officer to: LRO, 1500 Main Street, Baton Rouge, LA 70802.

Submission shall be received not later than 9:00 AM Central Time on or before October 19, 2012. Late submissions will not be accepted. Faxed or e-mailed proposals will not be accepted.
