This announcement is in support of Market Research performed by the Rock Island Contracting Center to determine interest in a multiple year services contract for fixed wing aircraft, personnel, equipment, equipment, tools, material, maintenance and supervision necessary to perform passenger and cargo combination (COMBI) and Low Cost Altitude (LCLA) airdrop operations using Short Take-Off and Landing (STOL) air transportation services between locations in the Area of Responsibility (AOR) Afghanistan, Kyrgyzstan, Pakistan and Uzbekistan. The contract would be for a base year and four (4) one (1) year option periods for a total of five (5) years.

Purpose of the contract: The contractor shall provide all direct labor, transportation, supervision, training, fixed wing aircraft, administrative support for conducting air operations and all other items and services necessary to perform Air Support Services (parachute operations) for Government directed aerial delivery missions. Contractors must be air carriers operating under Federal Aviation Regulation (FAR) Code of Federal Regulation (CFR) part 121 and 135 and DOD approved in accordance with (IAW) DoD Instruction (DoDI) 4500.53 or have the capability to be approved air carriers IAW DoDI 4500.53.
