This is a Pre-Solicitation Notice in Accordance with Federal Acquisition Regulation 5.203(a) as well as a DRAFT Request for Proposals (RFP).  The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) anticipates soliciting proposals to procure and deploy an autonomous biodetection system called BioWatch Gen-3 for the DHS Office of Health Affairs. The Gen-3 detection system will be a fully autonomous network of biodetectors that will continuously monitor the air for biothreat agents of public health concern in designated jurisdictions in the United States.

This Pre-Solicitation Notice includes a draft solicitation (see attachments). The final RFP is anticipated to be issued in the third quarter of FY 2013. DHS also anticipates hosting an Industry Day at a date and time that is yet to be determined. Please continue to check FedBizOpps for updates regarding the Industry Day.


All comments on and questions about the draft RFP shall be submitted in writing to biowatchgen3@hq.dhs.gov by February 11, 2013, 10:00 AM, Eastern Time. Emails sent to any other address will not receive a response. Responses to comments and questions submitted in response to this DRAFT RFP may not be provided.


The anticipated acquisition strategy for this requirement is a full and open competition in accordance with FAR Part 15 under NAICS code 811219, Other Electronic and Precision Equipment Repair and Maintenance and Product Service Code J066.


All responsible sources are invited to submit proposals but are prohibited from entering into subcontracts or teaming arrangements with National/Government laboratories or Federally Funded Research and Development Centers (FFRDCs). National/Government laboratories and FFRDCs may not propose directly as prime contractors or as subcontractors or teaming partners to prime contractors.
Foreign participants are also prohibited from participating in this solicitation as prime contractors, subcontractors or in teaming arrangements.


One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.


DHS anticipates issuing an official RFP in the third quarter of FY 2013. DHS makes no representation that a final RFP will be issued or that a contract award will result from the solicitation (when issued).
