This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The IRS solicitation number is TIRNO13Q00106 and the provisions and clauses in effect through FAC 2005-68 are incorporated into this Request for Quotation (RFQ). The applicable NAICS code is 511210.

The IRS is seeking the following Sybase brand name software maintenance renewal:

The period of performance will be August 2, 2013 to August 1, 2014. The renewal will be delivered electronically and the IRS point of contact will be identified at the time of award.


The rationale for this brand name requirement is that Sybase software is already owned and used by the IRS Research, Analysis, and Statistics (RAS) organization. Sybase software is used by Compliance Data Warehouse (CDW) staff to maintain its database operations. Client tools that are part of the license allow research analysts in the IRS to perform a variety of data management and manipulation tasks, data retrieval, summarization, aggregation, and statistical analysis. The suite of Sybase software tools support the IRS Strategic Plan by giving researchers the capability to address questions about the U.S. tax gap, case selection, treatment classification, taxpayer burden, flow-through entities, and other areas of tax administration.


The following FAR provisions and clauses in effect through FAC 2005-68 are applicable to this solicitation: 52.212-1 "Instructions to Offerors - Commercial," Offerors shall include a completed copy of the provision at 52.212-3 "Offeror Representations and Certifications - Commercial Items", with their quotation, 52.212-4 "Contract Terms and Conditions - Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items, " the following clauses cited in 52.212-5 are also applicable:

In addition to these, the local IRS Section 508 and invoicing/payment clauses included in the attachment are also applicable.


All responsible sources that can provide the brand name requirement described above shall submit a written quotation containing their company name, address, phone number, point of contact name and email address, as well as their DUNS number and federal tax identification number no later than 2:00pm EST on Thursday, August 1, 2013.


The IRS intends to award a firm fixed-price purchase order. The Offeror who submits the lowest priced, technically acceptable quotation will be selected for award. The IRS is seeking a discount. All quotations must include unit and total price(s), as well as any discounted price(s); Quotes over 5 pages in length will not be accepted.
