The U.S. Department of Education, Office of Vocational & Adult Education (OVAE) is seeking a contractor for the new procurement, Implementing College and Career Readiness (CCR) Standards in Adult Education. This project will support the development of educational programs able to better prepare adult students for postsecondary and career success through the adoption and implementation of the CCR Standards for Adult Education, This project will develop and deliver affordable, multi-leveled training and technical assistance for all states and programs to address how adult education can best integrate the CCR Standards for Adult Education into its programs. Various training and technical assistance opportunities will be provided to states and programs through virtual and face-to-face learning environments. This requirement builds upon previous standards efforts as referenced in the draft Perfromance Work Statement (PWS). The Department is not only interested in securing the services of a contractor who is familiar with standards-based adult education, but also understands the work being conducted in K-12 content standards and how it can be applied to this requirement.

Request for Comments: Interested parties are invited to submit comments to the draft PWS around the following questions.

1. Please identify any competition barriers.
2. Based upon your experience in standards-based education and/or professional development for teachers does the PWS, as written, present any barriers to your participation? If so, how?
3. Based upon your experience in standards-based education and/or professional development for teachers, please provide comments and/or questions on the work, scope, and timeline in the PWS.
