The United States Environmental Protection Agency (US EPA), Office of Policy, Economics and Innovation (OPEI) anticipates conducting a full and open competition for technical support services for its Devlopment, Commuinity and Environment Division (DCED). The work performed by the Contractor shall include technical support in the areas of Research and Policy Analysis, Technical Assistance and Communications and Outreach all of which are related to: the impacts of current development patterns, alternative forms of development, the policy and regulatory framework that supports or hinders smart growth, the development of mechanisms that encourage smart growth, green building, and related environmental practices, improved management of community resources and growth, and green building standards, practices, and products.

This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting Services. The small business Size Standard is $7.0 Million. The Request for Proposals (RFP) will be posted on the Internet on or about November 2, 2009. Proposals shall be due approximately thirty (30) days after the RFP issuance date. The anticipated contract type is cost-plus-fixed fee, level of effort with work ordered through work assignments. The period of performance is expected to be one base year with four (4) one-year option periods. The estimated level of effort for each period is 16,430 hours.
