The Federal Aviation Administration (FAA) may have an upcoming requirement for the manufacturing and supply of RF Test Target Generators. This requirement may support the entire FAA and Department of Transportation (DOT).
Attachment I entitled, “Specification for RFTTG” is included for informational purposes only to outline the requirements of the envisioned work. The document is in draft form and subject to change.
This market survey is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.
The purpose of this market survey is to solicit statements of capabilities from interested small businesses. Socially and Economically Disadvantaged Businesses (SEDB/8(a)), Small Businesses, and/or Service-Disabled Veteran Owned Small Businesses (SDVOSB) must provide their status and provide documentation if applicable. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the requirement among small business concerns.
Depending on the outcome of the market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses; service-disabled veteran owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses. No further announcements may be made if a competitive small business set aside is accomplished and only vendors who submit a response to the market survey will be permitted to submit a proposal.
The principle North American Industry Classification System (NAICS) code anticipated for this effort is 334511 Search, Detection, Navigation, Guidance, Aeronautical, Nautical System and Instrument Manufacturing with a small business size standard of 750 employees.
In order to make this determination, the FAA requires the following information from interested vendors:
Capability Statement( Maximum 5 pages) – This document should identify:
1. Your company’s capability to the product to the agency as described by Attachment I.
2. Any relevant current or previous experience that includes not more than three contracts for the same or similar scope of work within the last five years or still ongoing.
1. Completed Business Declaration Form, and any SBA certification letters (if applicable)
1. Rough Order of Magnitude (ROM) pricing for each product including non-reoccurring costs.
