Sources Sought Synopsis (SSS)/Capability Request For Information (CRFI)


INTRODUCTION
The HH-60 Recapitalization Program (HH-60 Recap) is designed to replace the current United States Air Force (USAF) HH-60G Pave Hawk helicopter with a new aircraft to perform Personnel Recovery (PR) operations. To assist in this planning, the Aeronautical Systems Center (ASC), ASC/WISV, Wright-Patterson AFB OH, is issuing this Sources Sought Synopsis (SSS)/Capability Request for Information (SSS/CRFI) to obtain market insight into potential solutions and sources capable of meeting the requirements of the approved HH-60 Recap Capability Development Document (CDD). The AF is only interested in a full aircraft system solution.


It is anticipated the USAF will replace an estimated 112 HH-60G aircraft. Contract award is anticipated to be in FY13. The USAF requires an Initial Operating Capability (IOC) consisting of eight (8) aircraft with training systems and support in place (initial spares, support equipment, technical data) in FY18 or sooner with a medium risk schedule. The USAF anticipates the HH-60 Recap aircraft will be an existing production helicopter with modifications using existing mature technology with only limited integration of existing subsystems as required. Respondents need to describe how their solution meets all the requirements as identified in the draft HH-60 Recap System Requirement Document (SRD). Respondent must formally request a copy of the SRD through email to the Contracting Officer and Alternate by 1300 Eastern Time 16 August 2011. If a respondent has more than one solution to discuss, a separate response for each is desired. Respondents must describe their solutions' compatibility and comparability to the given requirements; provide rough order-of-magnitude (ROM) cost estimates, delivery schedules, program risk (schedule, technical, cost) and other technical information of potential solutions.

This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this SSS/CRFI. This SSS/CRFI is part of ongoing Government conducted market research for planning purposes. It is NOT a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses will be treated as information only and will not be used as a proposal. The submitted documentation, upon delivery, becomes the property of the US Government and will not be returned. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government's preparation of an acquisition approach. All members of the team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All contractor members are required to protect the information by the terms of their contracts and non-disclosure agreements. The Government will determine whether its contractor team members have any organizational conflicts of interest that could adversely affect protection of the information. The Government will not reply to information received. The Government anticipates conducting an industry day and one-on-one discussions with respondents. The timeline for these meetings has yet to be determined.


PURPOSE
The purpose of this SSS/CRFI is to update the responses to the March 2010 and Oct 2010 Personnel Recovery Recapitalization Program (HH-60 Recap) Sources Sought Synopsis (SSS)/Capability Request for Information (CRFI); to re-engage industry and provide updated information; to identify sources and capabilities that can deliver an Initial Operational Capability (IOC) in FY18 or sooner with a medium risk schedule; and to assist the Air Force in planning and ascertaining schedule, cost and technical risk associated with acquisition of the HH-60 Recap aircraft. The information respondents submit may be used to refine the USAF acquisition approach. The information in this SSS/CRFI is preliminary and may be updated or changed prior to any formal release of an RFP.

RESPONSE GUIDANCE
Information received as a result of this request will be considered sensitive and will be protected as such. Any company proprietary information contained in the response should be clearly marked as such, by paragraph, such that ‘publicly-releasable' and ‘proprietary' information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one responder to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition.


SSS/CRFI responses should include a Cover page containing identification of the company Commercial and Government Entity (CAGE) code, street address, and large business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business small business (HUBZone) designation for North American Industry Classification System (NACICS) code 336411 (aircraft manufacturing) and the names and telephone numbers of the technical Point of Contact (POC) and the overall company POC (in the case of a partnership, please provide appropriate CAGE codes and POC information for the lead company).


Responses are limited to 30 pages (not including SRD review comments), and must be received by 1300 Eastern Time 19 September 2011. Responses must be submitted via eight (8) hard copies with a CD copy in text searchable Portable Document Format (.pdf). Hand delivery of responses is acceptable.


HH-60 Recap Summary
HH-60 Recap will be employed by various USAF organizations to accomplish Personnel Recovery (PR) missions within the full Range of Military Operations (ROMO) worldwide in various weather conditions.


IOC will be attained when four Primary Training Aircraft Inventory (PTAI) and four Primary Mission Aircraft Inventory (PMAI) aircraft are in place. Additionally:


• Logistics requirements are in place, including facilities and sufficient organizational-level support equipment for home station maintenance.
• 75 percent of assigned maintenance personnel are fully trained to support PTAI aircraft.
• Interim Contractor Support (ICS) is in place, if required.
• HH-60 Recap unique training devices are fielded at the formal training unit or located at another equivalent facility.
• Organizational-level technical orders shall be validated and verified.
• Computer resources software support exists organically, or through Contractor Logistics Support (CLS) or ICS.
• A functional maintenance data collection system and initial spares support list items are requisitioned and delivered, or provided through contractor supply support.


Four PMAI-coded aircraft with a crew ratio of 1.5:1 and a minimum of a complete set of organic logistics support equipment shall be in place, along with a sufficient readiness spares package to support a four aircraft, 30-day deployment to an independent location. The following conditions shall be met:


• Completed facilities.
• Either ICS, or organizational-level support equipment.
• 90 percent trained maintenance personnel assigned, full depot capability, or contractor support for depot repair of aircraft and components.
• Organizational-level technical orders shall be validated and verified.
• Maintenance training system in place.
• Maintenance data collection system and organic software support at depot and operational unit or CLS.


RESPONSE DISCUSSION TOPICS
A draft SRD will be provided to respondents as requested. SRD review comments should be provided in a spreadsheet format and do not count as part of the 30 pages maximum response. Respondents should describe the capability their system can provide to meet an IOC in FY18 or sooner with a medium risk schedule. Respondents should also provide updates to any previous HH-60 Recap RFI responses to reflect changes as a result of the draft SRD. The SRD "Appendix D: Defensive Systems Requirements" is classified and not included.


The USAF anticipates the HH-60 Recap aircraft will be an existing production helicopter with modifications using existing mature technology with only limited integration of existing subsystems as required. The USAF also anticipates multiple simultaneous tactical communication links (per SRD 3.3.9.6) and robust Net Ready solutions including multiple situational awareness/tactical data links such as IBR, SADL and Link-16 (SRD 3.3.9.1). The USAF may or may not include the HH-60 Recap training systems as part of the Engineering and Manufacturing Development (EMD) phase.


In addition to updating information already provided please provide information relative to your solution in the following areas of interest:


1.) Review the SRD provided through mail and provide comments. For each requirement indicate:
a. if it can be met with a notional unmodified baseline aircraft in production,
b. if the notional baseline aircraft requires modification to meet the requirement,
c. if it cannot be met with the modified baseline aircraft, provide a brief explanation, comments, and/or recommended changes


2.) Discuss your notional "usable" cabin space configuration per SRD para 3.1.2.4.1.


SUMMARY


THIS IS A SOURCES SOUGHT SYNOPSIS (SSS)/CAPABILITY REQUEST FOR INFORMATION (CRFI) ONLY to obtain market insight into potential solutions and sources capable of providing a HH-60 Recap operational capability. The information provided in the SSS/CRFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed, and release of this SSS/CRFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Vendor Feedback to SSS/CRFI & SRD Comments:

Thank you for your interest in our HH-60 Recapitalization Program. After reviewing the System Requirements Document (SRD) comments received, the Government wants to advice industry that the MAJORITY of requirements will remain as they are currently written. Though most areas shall remain AS IS, the Government anticipates the following areas within the Draft SRD will be addressed to clarify the Government's established requirements: 3.1.7.1, 3.1.8.2, 3.1.10.4.3, 3.1.10.4.4, 3.1.10.5, 3.1.10.5.1, 3.1.11.3.1, 3.1.11.5.2, 3.2.5.4, 3.3.4.2.5, 3.3.7.1.2, 3.3.7.1.5, 3.3.7.1.6, 3.3.7.2.1, 3.3.7.2.1.1, 3.3.9.6.8, 3.3.9.6.22.5, 3.3.9.8.3, 3.3.10.2., and 3.4.2.4. The Government reserves the right to change or keep requirements as written. However, the current wording of the requirements may change due to the on-going Government review process.


We do appreciate your inputs and are interested in receiving any additional market research information you may have to help us continue to build our acquisition strategy. The HH-60 Recapitalization Program anticipates an industry day sometime in mid December (more information to follow).
