The National Science Foundation intends to solicit and award an extension to NSF Contract PRSS-0000373, on a sole-source basis, to Raytheon Technical Services Company, Polar Services for the continued support of the United States Antarctic Program (USAP). Raytheon Technical Services Company, Polar Services will provide direct and indirect support to the scientific research activities being conducted by USAP grantees in Antarctica. The support includes the following activities: (1) operation and maintenance of all laboratories, facilities, buildings, and camps in Antarctica, including the three year-round facilities in Antarctica - McMurdo, South Pole, and Palmer Station; (2) operation and maintenance of a project office and staging areas in the United States, New Zealand, South America, and other facilities, as required; (3) information technology and communications infrastructure support services; (4) supply chain and facilities management; (5) and; oversight and implementation of USAP environmental, safety and health programs. An increased performance period of 12 months is anticipated, from April 1, 2011 through March 31, 2012, at an estimated value of $200 million. Based upon information available at this time, NSF considers Raytheon Technical Services Company, Polar Services to be the only responsible source per the statutory authority at 41 U.S.C. 253(c)(1). Within fifteen days from the date of publication of this notice, all responsible sources may submit a capability statement which shall be considered by the NSF. NSF will consider whether or not the source is qualified and able to perform the required services for the stated period without adversely affecting the USAP mission.
