The Environmental Protection Agency (EPA), Office of Research and Development (ORD) National Health and Environmental Effects Research Laboratory (NHEERL) Western Ecology Division (WED) has a requirement to install and commission a new high capacity washer. The US EPA intends to issue a solicitation for a contractor to furnish all labor, materials and supervision required to remove the existing Veritron washer and install the new washer located at 200 S.W. 35th Street, Corvallis, OR 97333.

The Contractor shall be certified to install and commission the units by the manufacturer. The Contractor shall recycle as much of the demolished materials and report the quantities for each material as well as non- recycled materials. The contractor shall test and commission unit to verify it performs and meets all the advertised features throughout the respective ranges of each feature. The contractor shall provide end user training for up to six persons on the operations of the unit. The contractor shall activate the product warranty for unit. The installation/removal of the present washer shall be performed in accordance with the Statement of Work (SOW).

EPA anticipates the award of a firm fixed-price purchase order. The solicitation number is RFQ-RT-13-000034 and is being issued as a Request for Quote (RFQ). The EPA has determined that this solicitation will be issued as a total small business set-aside with competition limited to small business concerns classified as such under the requirement?s North American Industry Classification System (NAICS) Code. The NAICS Code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. To be eligible for consideration, small business firms shall have an average of no more than 500 employees.

It is anticipated the Request for Quote (RFQ) will be issued on or about February 7th, 2013 and quotes will be due 10 days after the RFQ issue date. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 13, Simplified Acquisition procedures. All prospective offerors must be actively registered in the System for Award Management (SAM) at: https://www.uscontractorregistration.com/. All responsible sources categorized as a small business under the stated NAICS Code may submit a quote which shall be considered by the Agency.

The solicitation, amendments, and all pertinent documents will be available at http://www.epa.gov/oamrtpnc/q130034/index.htm PLEASE NOTE: NO FURTHER SYNOPSIS OR INFORMATION WILL BE POSTED TO FEDBIZOPS. It will be the offeror's responsibility to frequently check the same site where the solicitation is to be posted for any amendments, changes to the RFQ issue, closing date, and additional information.
