The Transportation Security Administration (TSA) will conduct a briefing to industry in support of an anticipated Transportation Security Officer Uniform items. The Industry Day will occur on Thursday, June 11, 2009, from 10:00 am EST to 1:00 pm EST at The Federal Aviation Administration, William J. Hughes Technical Center, Building 291-E Atlantic City International Airport, New Jersey 08405. Visitors require identification with picture in order to enter the FAA Technical Center. Visitors should arrive at least one prior to the meeting (9:00 am) prior to the meeting time (10:00 am) to allow ample time to clear security.

This announcement serves as a pre-solicitation notice and is issued solely for information and program planning purposes. The Industry Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance at the Industry Day is voluntary and TSA will not provide reimbursement for any costs incurred to participate in this Industry Day.

Industry Day will be held in order to provide information relative for approximately 50,000 TSA Transportation Security Officer screening personnel uniforms which will be in compliance with the Kissel Amendment. A draft copy of the Statement of Work, Specifications and Kissel Amendment are attached.

The goals of this meeting are: 1) to familiarize vendors with TSA’s requirement for TSO Uniforms; 2) for the Government to gain feedback on the feasibility of the TSA uniform objectives and approach, 3) to promote understanding of the potential award requirements among potential offerors, 4) to promote discussion among potential program participants (offerors/vendors): and 5) provide an open forum for vendor’s questions and answers (from the Government).

A Request for Proposal for the TSA/TSO Uniform requirements will be released after the inputs are received at Industry Day. Information on the potential TSA solicitation will be posted on the Federal Business Opportunities website. Following the Industry Day, this web site will contain the presentations from the Industry Day and post the questions and responses from the Industry Day.

Samples of clothing items will be on display for viewing purposes only.

TSA seeks the strongest offeror teams possible in order to meet the clothing requirements. Interested offerors should consider whether teaming for the potential TSA solicitation with potential technology vendors would enhance their competitive position. Note that “interested offeors” are defined as entities that are considering proposing to be the prime contractor for the TSA effort. Organizations interested in information which may be provided at Industry Day but are not able to attend the Industry Day may still provide their contact information to aforementioned points of contacts.

Interested offerors should be aware that because this TSA uniform (clothing requirement) must be in compliance with the Kissel Amendment.

SUMMARY OF CHANGES -- Request for Proposal (RFP) HSTS07-09-R-00134 --

All changes from original RFP documents appear in red font in Amendment 01.

Please replace previous versions with the following amended Sections to the RFP:

Section A – NO changes – remains the same.

Section B - [B.1] Revisions: Excel Contract/Pricing spreadsheets(Tabs 1 & 2) have been changed as follows:

• A note has been added to the top of both tabs indicating that:

(a) All shoulder boards, socks and shoes should be priced as pairs

(b) Tab 2 note – Contract Line Item Number (CLIN) 00063 – 00124 is reflected in Option year One pricing and CLIN 00125 – 00186 in Option Year Two pricing

• NUMBERING CHANGE - CLIN/SLIN numbers have changed as a result of the following revisions:

Carefully review Tabs 1 & 2 for changes from original solicitation. Only Tab 2 will be accepted for proposal pricing. Tab 1 is for informational purposes only.

(a) Revision: The previous RFP CLINS 00004, 00069 and 00134 for ‘Shoulder Boards remain as CLINS, however, the three (3) line items below have been labeled as SLINS (sub-contract line items). Only the SLINS reflect estimated minimum/maximum quantities. This change subsequently affected all remaining CLINS. [CLIN 00004 remains the same, 00069 is now 00066 and 00134 is now 00128].

(b) Addition: CLINS 00053A, 00115A and 00177A have been added to include the ‘Unlined Coverall, Unisex, without emblem.’

This amendment, Amendment Number 3, provides answers to remaining vendor inquiries as follows:

Questions of 27 July 2009:

1. P. 18 of 126 TSA Unisex Team Jacket:

Q “The spec states: ‘The lining shall be nylon quilted to 3.3 ounces per square yard 100% nylon taffeta lining, with a 1/8” foam insulation.’ Foam insulation is a very old type of insulation and breaks down very quickly. Can we substitute a Thinsulate, Thermolite or Peraloft insulation instead of the 1/8” foam?”

A – The Government is not changing the specification at this time. After award, contract clauses will allow for contractor submittal of new innovations and/or potential product improvements. In the proposal stage, vendors are encouraged to be responsive to the requirements of the solicitation.

2. PP 47 of 126, 50 of 126, 77 of 126 and 79 of 126 Trouser Seaming:

Q: “All the 65/35 Men’s & Women’s Trousers state under Seaming, the Out-seams are to have ‘Piping made with standard issue shirt fabric. ‘ Is the ‘piping’ corded or is it shirt fabric folded and sewn into the seam with 1/8” exposed?”

A - The piping is shirt fabric wrapped around a cord and stitched into the pant seam. There is 1/4" fabric inside the seam, with 3/16" of the covered cord outside of the seam.

3. Quantity of the TSA Patches and Emblems

Q. “Please verify the quantities for the TSA Patches and Emblems. There seems to be an inconsistency between the items needing emblems and the quantities identified. Please clarify how many emblems and badges we should plan for?”

A - The Embroidered Shoulder Emblems quantity to be evaluated on Tab 2 is 25,000 and the TSA Badge Emblem quantity to be evaluated is 10,000. These items relate to non-TSO uniform items and typically state “without emblem” or “without cloth patches” in the item description column. See also Q #14 of Q&A_072209_120PM.doc for previously provided details.

4. Samples

Q “Is it possible to extend the due date for submission of approved samples to August 20, 2009.”

A – The purpose of alerting vendors on Industry Day June 11th, that samples would be required and then posting that information on the FBO portal, was to provide ample time for vendors interested in responding to this solicitation for production of samples. Additionally, in the current solicitation, the Government has provided accommodation to all interested respondents by advising them that alternative cloths would be acceptable if submitted in accordance with Solicitation Section L.4 ‘Instructions for Submitting Alternate Fabric for Pre-Production Sample Only’; Reference Amendment 001.

Q “The specs call for royal blue as the shirt color, but would you accept another color for the pre-production samples”.

A. “ Yes. The Government in Section L .3, Sub-factor 3, Pre-Production Samples , did not call out a specific color and would accept an alternative color. Under Section M. (3), under Pre-Production Samples the Fabric will be evaluated for color-fastness.

Pre-Award Site Visit:

Q: Prior to final contract award, will potential vendors distribution and corporate offices be visited? If so, is there an expected date of when those will occur?

A: At the present time, no date has been set for a pre-award visit, but the Government reserves the right to conduct one, if need be.

Contract Period of Performance

Q. Is there a possibility of having four (4) one-ear extensions, vs. two (2) one year extensions ?

A: No. The period of performance for this solicitation remains a one-year base year with 2 one-year options to follow.

3) Reminder that the Amendment 02 revised Excel spreadsheets, specifically Tab 2 is the only pricing spreadsheet that will be accepted. Use this revision to Tab 2 ‘Pricing for Proposal Evaluations’ (posted 7/24/09). No other/earlier versions of this Excel Spreadsheet will be accepted because the earlier versions do not reflect the current estimated quantities and therefore would be incorrect.

4) Reminder that all offerors should acknowledge receipt of the Solicitation Form SF 1449 (7/10/09) and all Amendments (AMD 01, 7/22/09), (AMD 02, 7/24/09), (AMD 03, 7/29/09) and (AMD 04 8/5/09).

For the solicitation, the SF 1449 (pg. 4 of 100) should be signed in block 30a.

A letter (word document) signed by authorized company official is acceptable stating that each Amendment (AMD01 through AMD 04) was received.
