The procurement action in question was a hotel rooms contract in support of POTUS PRAGUE 2010 (signing of a nuclear arms treaty between the US and Russian Presidents in Prague, Czech Republic).  The extremely short 14-day notice of this VIP travel meant we had to go directly for a contract as permitted by Unusual and Compelling Urgency statutory authority (FAR 6.302-2).  Therefore, from the very beginning, we had to concentrate on the Hotel Hilton that stood the test of a previous POTUS visit.  There was no other reasonable option.
