The Internal Revenue Service (IRS) intends to issue a purchase order on a sole source basis to Corporate Executive Board, 1919 North Lynn Street, Arlington, VA 22209, to renew its membership in the Corporate Leadership Council (CLC) Human Resources. The membership period is August 15, 2011 – August 14, 2012. The Council provides research on best demonstrated business and management practices from large complex environments.



Membership in CLC Human Resources includes: Access to proprietary quantitative studies on such topics as: employee engagement/satisfaction, increasing the business alignment and effectiveness of HR, HR performance and capabilities, performance management, succession planning, employment value proposition design, workforce planning, and metrics & measurements just to name a few (available online or via hardcopy); Ability to request custom research projects (white papers) from the CLC’s research staff, as needed; Best Practice profiles of leading human capital organizations; Access to research briefs and pulse benchmarking data; Ready to use templates and/or project plans for use with any current or future organizational approach; Unlimited online access to CLC research website and tools; Access to functional assessment diagnostic tools; Access to employee pulse survey tools; Access to HR field staff training portal which includes e-learning modules, communication guides, and job aides; Attendance by the Chief Human Capital Officer and/or a designated deputy to an annual Executive Conference (hosted in Washington DC and other US cities) to stay abreast of LDR’s most urgent research issues; Present one face to face onsite education or training session – on a topic of your choice; Notification of upcoming events, teleconferences, and webinars; Access and connection to a network of peers within the public and private sector to network and learn from one another; Access to a set of virtual (phone based) training session for organization managers and leaders and functional staff; and Provide unlimited access/consultation with the CLC administrative staff or account executive, as needed. All responsible sources who can provide the above requirement shall submit written quotations no later than 10 days from the posted date of this announcement. Organizations submitting quotes should address the cost of membership fee and a description of the services/materials the fee includes; service (and related costs) that are available but not limited to membership fee; listing of reference materials maintained by the organization (research and completed studies); description of corporate history, mission, and organizational membership. Quote should include resume of the proposed on-site contract/research manager and at least three (3) corporate references, Federal Tax ID Number and DUNS Number if available. Award will be based on price and other factors. All quotes shall include price(s); FOB point; a POC (name and telephone number); GSA contract number if applicable; business size and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. All questions must be submitted in writing and received by facsimile on (202) 283-1532 or mail. If no responses are received, the award will be made to Corporate Executive Board.
