This is a modification to the synopsis entitled AVIONICS UPGRADE OF NASA GLENN RESEARCH CENTER DHC6 RESEARCH AIRCRAFT which was posted on May 02, 2014. You are notified that the following changes are made:
The due date for responses is extended to May 30, 2014 at 4:30pm EST.
Question #1: Per Section 2.a.i of the Evaluation Criteria, as detailed on SOW Page 26, Offerors possession of a Garmin Dealership is an asserted requirement. Is the requirement for offeror to be an approved Garmin Dealer intended at time of Proposal Submission, or at time of Contract Award?
Answer #1: The offeror shall be an approved Garmin Dealer at the time of Proposal Submission.
Question #2: Per Requirements Section 2, on SOW Page 6, all work is to be performed by 14 CFR Part 65 certificated personnel. Per Section 2.b.i of the Evaluation Criteria, on SOW Page 26, possession of an FAA Approved Repairmen Certificate (see 14 CFR Part 65 Subpart E Sections 65.101 and 65.103) seems to be omitted from the list of required certifications. If a FAA Part 145 CRS Offeror includes, as elements of their offer, personnel that possess FAA Approved Repairmen Certificates, those offers will be considered compliant and acceptable, with respect to evaluation criteria element 2.b.i, correct?
Answer #2: It is the requirement of the government that technical personnel working on the avionics modification meet those qualifications listed on page 26 of the SOW (Technical Capability, Personnel Qualifications). These are in addition to FAA or Company requirements necessary as part of employment by a Certified Repairs Station.
