The Department of Education (ED), Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE), intends to award a contract to evaluate the Comprehensive Center Technical Assistance Program, as authorized by Title II of the Educational Technical Assistance Act of 2002 (ETAA, Section 203). The contract will provide a formative and summative evaluation of the Centers to explore the nature, quantity, quality, relevance, and utility of the Comprehensive Centers' products and services. The evaluation activities required under this contract will include:

• Developing a common template for the Centers to organize their planning and monitoring activities based on the Results Based Monitoring and Evaluation (RBM) system used by organizations such as the World Bank and the United Nation Development Program.
• Building capacity within the Centers to use the RBM framework.
• Developing and analyzing customer satisfaction surveys for the various Center technical assistance activities and materials that the Centers implement and produce.
• Creating and managing a peer review system that rates technical assistance activities of the Centers and provides feedback to the Centers via ED to encourage improvement in the quality, relevance, and utility of their services.
• Conducting surveys and interviews of major customers of the Centers to explore ways in which Centers are successful or needing to improve in their efforts to build capacity at the State Educational Agency (SEA) level.
• Planning and implementing an ongoing system of formative feedback to assess the success of the Centers in meeting programmatic goals.

The U.S. Department of Education anticipates the release of the "Evaluation of the Comprehensive Technical Assistance Centers" solicitation around late August 2012. The U.S. Department of Education anticipates the period of performance for the hybrid contract will be 60 months (a 36-month Base Period and a 24- month Option Period).

This notice amends the pre-solicitation notice to provide an anticipated timeframe for release of Request for Proposals (RFP) Number ED-IES-12-R-0103, and a revision to the anticipate period of performance for the requirement.


Anticipated RFP Release Date - The U.S. Department of Education (the Department) anticipates the release of the "Evaluation of the Comprehensive Technical Assistance Centers" RFP during the last week of November 2012.


Revised Requirement Period of Performance - The anticipated period of performance for the hybrid (fixed price and cost reimbursement) requirement will be 60 months.

TITLE: EVALUATION OF THE COMPREHENSIVE TECHNICAL ASSISTANCE CENTERS

This announcement releases Request for Proposals (RFP) ED-IES-12-R-0103.


All proposals must be submitted no later than the due date and time stated in the RFP to the attention of Sharon Masciana. The reference number to be used for the RFP is ED-IES-12-R-0103. All correspondence and proposals must cite the reference number as provided. Include the reference number in the subject line of all emails.

The RFP is a full and open competition. The North American Industry Classification System (NAICS) code is 541720 Research and Development in the Social Sciences and Humanities. As such, the applicable Small Business Size Standard for this announcement is $19 million or less in annual receipts. All responsible sources may submit a proposal, which will be considered by the agency. It is anticipated that one contract with a period of 60 months will be awarded as a result of the RFP. The contract type is anticipated to include both Fixed Price and Cost Reimbursement Tasks.


Potential offerors may submit clarification questions no later than December 5, 2012, 12:30 pm EST. Please review the RFP which includes Section L, RFP Instructions to Offerors for further information.  The RFP and attachments are provided.

Amendment 0002

The U.S. Department of Education (subsequently known as "the Department" or "ED"), Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE), intends to award one contract to evaluate the Comprehensive Center Technical Assistance Program, as authorized by Title II of the Educational Technical Assistance Act of 2002 (ETAA, Section 204). The resultant contract will provide a formative and summative evaluation of the nature, quantity, quality, relevance, and utility of the Comprehensive Centers' products and services. This procurement will involve a NEW Conflict of Interest Two-Phase process, as described in Amendment 0002 dated March 1, 2013. All other revisions to RFP #ED-IES-12-R-0103 are outlined below:


1. Amendment 0002 extends the proposal due date to May 3, 2013 at 2:00 pm ET.
The revised date for Clarification Questions is  March 8, 2013 at 12:30 pm ET.

2. Amendment 0002 provides updates to Sections B, J, L, and M of the subject Request For Proposal (RFP) ED-IES-12-R-0103; and incorporates a description and instructions for the NEW Conflict of Interest Two-Phase Process.

3. Section B.4 Type of Contract - The summary break-out of Fixed Price and Cost-
Reimbursement tasks has been updated to reflect revisions to Section J, Attachment A - Revised Performance Work Statement dated 03/01/2013.

4. The following Section J. List of Attachments are updated: Attachment A - Revised Performance Work Statement dated 03/01/2013; and Attachment H – Revised Pricing Schedule dated 03/01/2013.

5. Section L.10 Instructions to Offerors - updated to incorporate instructions and guidance for the NEW Conflict of Interest Two-Phase process.

6. Section M.2 Evaluation Criteria - updated to reflect the removal of all evaluation elements related to Section L/Appendix A instructions (Responsiveness to Design Issues) which has been deleted from the RFP.

Amendment 0003 provides The U.S. Department of Education's (Department) responses to all questions received by interested parties. Please review attached Amendment 0003 for full details. 

Reminder:  Please review Amendment 0002 for instructions regarding potential offerors' draft COI mitigation plan due on March 15, 2013 and the NEW Conflict of Interest Two-Phase Process.  The Department will provide confidential comments to each potential offeror regarding their draft COI mitigation plan by April 5, 2013.  Comments will not be shared with other potential offerors.

Amendment 0002 also extends the proposal due date to May 3, 2013 at 2:00 pm ET.
