The amendment to the description that was released yesterday did not show up for whatever reason.  The paragraph below is yesterday's posting.

The Intercontinental Ballistic Missile (ICBM) System Program Office (SPO) has decided to discontinue its efforts pertaining to this Sources Sought Synopsis/Request for Information. The ICBM SPO anticipates that the majority of the Minuteman III advisory and assistance services contract requirements will be absorbed by the Integration Support Contract (ISC) when it has been fully established. The ISC is a critical element of the ICBM SPOs strategy to evolve ICBM sustainment from the current ICBM Prime Integration Contract to the Future ICBM Sustainment and Acquisition Construct. ICBM SPO emphasis is currently on accelerating the ISC acquisition schedule. ISC information and draft Request for Proposal documents can be found on the Federal Business Opportunities website using the search term "FA8214-12-R-0001".

This Sources Sought Synopsis (SSS)/Request for Information (RFI) is one method the Air Force is using to conduct its market research. The results of market research will be used to develop an acquisition strategy and to determine if this A&AS effort should be small business set-aside or full and open competition.

Due to the length of time that has transpired from the date of the Air Force's original market research up until the present time, the Air Force has decided that additional market research needs to be accomplished to assess the current market capabilities.

As a result, this SSS/RFI is being released again for responses. There have been some changes made in some of the documentation associated with this SSS/RFI. The changes that have been made are as follows:

1. The Air Force is now anticipating that the award will be a multiple award IDIQ contract as opposed to the previously stated "one year basic period from date of award plus four one-year options."

2. The following sentence is removed from the synopsis description: "If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used."

3. In the synopsis description, remove the sentence "The capabilities package should not exceed 10 pages." Collectively, the answers to the RFI Questions and the capabilities package should not exceed 20 pages.

4. The third question on the attachment titled "RFI Questions" has been changed. The words "(or your plan to obtain those capabilities)" have been added. The new document is titled "RFI Questions Revision 2."

5. The Statement of Objectives (SOO) has been revised significantly. The new SOO is titled AFNWC/ICBMSD A&AS SOO and is dated 14 March 2011.

Due to the changes made to the SSS/RFI documentation (and in particular to the SOO), the Air Force has decided that all contractors that have previously responded to this SSS/RFI must provide a new response.

Contractors that have not responded to this SSS/RFI in the past are encouraged to answer the RFI questions and submit a capabilities package.

Submit responses by mail to ATTN: Casey Wiseman, AFNWC/PKMA, 6014 Dogwood Ave, Bldg 1258, Rm 25, Hill AFB, UT 84056-5816.
