This serves as a "Notice of Intent" to negotiate a Sole Source Contract with Strongbridge Corporation under the 8(a) Program in accordance with Subpart 19.8 of the Federal Acquisition Regulation and Subchapter 1219.8 of the Transportation Acquisition Regulation.

The National Center for Statistics and Analysis (NCSA) is an office within the National Highway Traffic Safety Administration (NHTSA), an agency within the United States Department of Transportation (USDOT), which provides analytical and statistical support to NHTSA and the highway safety community through data collection, crash investigations, and data analysis. NCSA provides the data and the analysis to allow complete understanding of: the nature, causes, and injury outcomes of crashes; and the strategies and interventions that will reduce crashes and their consequences. The mission of NCSA is to target the collection and analysis of data and disseminate information to quickly identify problems and support data driven decisions; and, continuously identify, advance and promote new technologies, systems and procedures that make information more complete, accurate, timely and accessible.

NHTSA proposes to set aside this requirement for a sole source award under the 8(a) Program in accordance with Subpart 19.8 of the Federal Acquisition Regulation and Subchapter 1219.8 of the Transportation Acquisition Regulation.

Strongbridge Corporation is an 8(a) firm that has extensive experiences and knowledge in systems engineering, IT services, strategic communications and program support Strongbridge Corporation has successfully performed within the industry and is currently performing this type of work for several Federal Agencies.

The period of performance will be sixty (60) months from the effective date of award with 3 optional tasks.
 
The estimated cost of the Required Tasks of this study is $4,000,000.00 with all Optional Tasks.


This notice to negotiate a sole source contract request for proposals or quotations; however, any responses to this sole source must be received in writing and sent to Lionel Johnson at email: Lionel.Johnson.CTR@dot.gov with a courtesy copy to Robin.Gates@dot.gov to be considered by the Government for the purpose of determining whether or not to compete the requirement.

A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. The anticipated award date is June 15, 2013.


The Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement.
