The Government has received requests for additional time to submit comments to the Draft Technical Specifications and Draft Other Transaction Agreement for the contemplated Designated Aviation Channeling Services Project. The Government will provide an additional seven days (November 11, 2010). The Government does not intend to respond to any of the questions or comments but will take these comments under advisement for possible changes if applicable to the Technical Specification or the OTA prior to the Government's issuance of the final solicitation.

On May 25, 2010, TSA hosted an Industry Day to facilitate the exchange of information regarding TSA's Request for Information (RFI) HSTS02-09-I-RFI_AC for TSA Aviation Channeling Services.  During Industry Day, TSA discussed its drafts schedule for releasing the Requirement Package.  This notice is intended to inform industry that this remains an active TSA requirement for CY2010, and that TSA anticipates releasing the Requirement Package in the very near future.

The Transportation Security Administration (TSA) is seeking qualified vendors for its Aviation Channeling Service Project (ACSP) to support the vetting of airport workers and aircraft operators. The estimated population is approximately 2,100,000. The anticipated geographic scope is the United States, and its possessions and territories. TSA is contemplating the establishment of Designated Aviation Channelers (DACs) based on the overall performance of each Offeror's technical solution for meeting TSA requirements. DACs will provide choice to airport and aircraft operators for channeling services for aviation populations. The Government plans to certify not more than three vendors on the basis of the most advantageous proposals. Responses shall be evaluated against the ACSP Solicitation, ACSP Technical Specification, and other identified information. The selection of DACs will be based on factors set forth by the Government. The selected DACs will be required to meet Federal system Certification and Accreditation requirements before providing services to regulated aviation stakeholders. Once selected, the DACs must support and maintain their technology solution during the qualification testing at no cost to the government, including but not limited to the design, development, maintenance, support, operations, etc. If the Offeror's system passes qualification testing and is deemed acceptable by the government, the Offeror would be placed on the TSA ACSP DAC List.

The purpose of this Draft Technical Specification and Draft Other Transaction Agreement (OTA) is to allow end-users, interested vendors, etc., to review and comment on the draft technical requirements and the draft OTA contemplated for the Designated Aviation Channeling Services. The Government will keep the commentary period open for 7 days from posting to allow for the submission of comments or questions. The Government does not intend to respond to any of the questions or comments but will take these comments under advisement for possible changes if applicable to the Technical Specification or the OTA prior to the Government's issuance of the final solicitation.
